Senator Says fty MELVIN PAU. State house Correspondent The Nebraska Press Association LINCOLN A group of in terested state senators is sched uled to meet within a month to discuss Hen. Harold Stryker's proponal for the legislators to call a special session. Stryker is chairman of the legislative council's executive board. He made the announce ment about the meeting after conferring with Governor Mor rison. The purpose of the meeting will be what specific subjects should be dealt with during the special session. According to Stryker, who Is from Rising City, "the legisla ture owes a responsibility to the people of Nebraska to correct as soon as possible the errors which have come to light since the last session adjourned." The attorney general empha sized that If the new law, LB 811,, were declared unconstitu tional, It would mean that all contracts with a time-sales charge over nine per cent drawn under the law would be void and uncollectible. Meyer has repeatedly stated his "very serious reservation" regarding the law's constitution ality. After receiving Meyer's warn ing, the committee decided to resume hearings on the credit finance problem this week. LB 8U was passed during the waning days of the last session after the state supreme court had declared unconstitutional the time-sales law passed in 1959. New Section Created Deputy State Engineer O. A. Strobel has announced that cre ation of an urban planning sec tion within the state department of roads Is under consideration. The section would be under the design division of the de partment. According to Strobel, the pro posal has been under considera tion for about one year and that the muln difficulty Is finding a qualified person to head the sec tion. The main aim of the new agency would be to give assist ance in planning to Nebraska cities and towns having state highways built within their cor porate limits. At the present time, the high way department is spending ap proximately $80,000 a month on urban highway construction and Improvement. Employment Peak The state labor department has reported that farm and non farm employing reflecting a season Influence reached its annual peak during July. The state recorded a slight increase over total placements of the corresponding month last year. Columbus Air Service James Sandstedt, director of the stats aeronautics depart ment, said the civil aeronautics board (CAB) will hear oral arg uments Sept. 18 In Washington on air service for Columbus. He will attend the hearing, along with officials from Col umbus and Frontier Airlines. Sandstedt expressed hope that the airlines will come up with a sound proposal for serving the city "so that we can have unity at the hearing." He add ed he has asked Frontier Pres ident Lewig Dymond to consider adding Columbus to any new central route flights it Initiates. CAB several years ago placed Columbus on a northern Neb raska route but the segment was dropped by Frontier in 1961 before the Columbus airfield was ready to receive service. The route was discontinued be cause other cities on it failed to generate enough business to meet CAB's minimum standards. At that time, however, CAB said Columbus should be pro vided sume alternate service. Cities on Frontier's central route have opposed Including Columbus because they fear the inclusion would weaken the route. Murals Commission Dilemma The capitol murals commis sion was slated to meet with Governor Morrison this week to discuss the commission's dollar dilemma. It was recently found that the commission docs not have suf ficient money to meet a $10,000 obligation to New York artist James Penney for painting three murals. Morrison has said he believes the problem Is serious enough to warrant the calling of a spe cial legislative session. Power Board Collections The state power board has collected $36,409 in assessment revenues to cover costs of its operations for this year. A total of $32,025 was kicked in by public power districts and the balance from municipalities owning generation facilities. The Tri-State Generation and Transmission Association of j Denver, Colo., informed the board It does not believe that provisions of the bill creating the board apply to the associa tion because it does not operate or maintain electric facilities in Nebraska. Rural Electrification Associ ation (REA) managers in Neb raska will meet with the board Aug. 28 to discuss service area agreements. Gift for Churchill Governor Morrison has a gift for Sir Winston Churchill which the governor's wife plans to pre sent to Sir Winston this fall. The gift is a solid walnut plaque honoring Churchill's cit izenship in the United States and Nebraska. The plaque is shaped like the United States with the State of Nebraska in relief. It has a cop per plaque with an inscription stating: "Presented to Sir Winston Churchill by the people of Neb raska in recognition of his cit izenship in the United States and Nebraska." In releasing his third report Mr. Johnson indicated that a total of 194 fall teaching posi tions have been filled by can didates from the Peru Place ment Bureau. The latest listing includes 21 1963 graduates and 47 alumni candidates.
