Gov. Frank Morrison says the more competition the state at tracts in bidding, the better off it is. He and State Purchasing Agent Leo Beck Sr. also agree that Nebraska should not have a percentage tolerance which would favor firms located in the state. Such a practice, the governor said, would be contrary to the historical position of the Legis lature. Beck added that the state does not have enough industry as yet to warrant a favoritism clause for Nebraska bidders. The comments came after Morrison and Beck distributed to newsmen a new 22-page book let on purchasing purposes, pro cedures, rules and regulations and laws. A public hearing was held on the rules April 18 at which time there were no objections voiced to them. Since he took office, the gov ernor said, the state has en larged the area of competitive bidding and moved in the direc tion of buying in larger quanti ties. Beck said revised rules cannot be finally completed until his of fice gets together with the Leg islature. A legislative commit tee has been studying buying procedures for some months. Motor Tax, Law A tax law Dassed by the 1961 Legislature has been ruled un constitutional by the State Su preme Court. The law would have permitted dealers in motor vehicles to re ceive credit on their tax assess ments for the period in which vehicles were sold between Jan 1 and July 1. The High Court said the law is unconstitutional because it, amounts to releasing motor ve hicle dealers frlom a proportion ate share of the overall tax burden. A Constitutional amendment passed in 1952 authorized the Legisla'ure to provide a differ ent method of taxing motor ve hicles but it did not permit a different method of taxing motor vehicle dealers, the court said. Gov. Frank Morrison declined to sign the bill after it passed the Legislature and the measure became effective without the governor's approval. Highway Commission Lyle G. Trease is the new sec retary of the Advisory State Highway Commission. Trease ( replaces Ed Finigan who will head up the federal crop insurance program which operates under the U. S. Depart ment of Agriculture. Trease began his duties this week. He is a native of Orchard. Nebraska. Peace Crops Nebraska's agriculture direc tor, Pearle Finigan, has been asked to aid Peace Corps Di rector R. Sargent Shriver in re cruiting people in farm and rural areas for service. Shriver told Finigan that coun tries in Africa, Latin America and Asia have requested the Peace Corps to send 1,000 Amer icans with farming backgrounds within six months. The thousand volunteers would help improve agricultural tech niques in newly developing areas. All expenses, including trans portation, housing, clothing food, medical care, vacations and incidentals are provided by the Peace Corps. After they complete their two-year assign ment each Peace Corps volun teer gets $75 for each month of service. "Nebraska and other midwest states should be fertile ground for recruitment of volunteers with farming experience," Fini gan said. "It is in this area that farm production has excelled giving evidene of the capability of the rural population." Finigan said the corps prefers those with actual farming ex perience. Interstate Lakes There will be five lakes suit able for recreation purposes built in the Platte River Valley between Kearney and Elm Creek as part of the Interstate Highway construction. That's the word from the State Highway Department. The department said the lakes would continue a series of recre ation areas being developed from Grand Island west in con nection with construction of the Interstate. Measles There was a word of cheer this week for parents. The State Health Department said there has been a very sharp decrease in the number of cases of measles reported. The total Is 47 so far this year as against 440 in a comparable period last year. It all happens so quickly, it is sometimes hard to say if a French government fell or was caught in a revolving door.
