EDITORIALS Down France's SAC In Paris it was announced recently that the French Government was creating its own Strategic Air Force, which would be armed with nuclear weapons by the end of next year. To those familiar with a lack of the stability of French governments in the past thirty to forty years, this was a heavy note. One shudders to think of a world at the mercy of such governments. It is true, of course, that the DeGaulle Government seems to be stable, relatively speaking, and that it has brought more order and prestige to the Paris Govern ment than has been seen in forty years. The world is fast reaching a tragic state wherein the various countries, of all temperaments and sizes, will come into possession of nuclear weapons and rockets and jet air forces. Who is so optimistic as to think that, armed with such terrible weapons, no dictator, no renegade politi cian on the skills, will, as a last resort, use these weapons? The nuclear club today consists of four powers the U.S., the U.S.S.U., Brit ain and France. (The French are not yet actually in possession of weapons but have completed tests successfully and will have them very shortly.) Soon West "Germany and Red China may be added to that list. Prior to the day when Communist China possesses these weapons, the leaders of the countries which now have these weapons must agree upon a worldwide ban and upon some form of disarmament. This goal is the primary justification for John F. Kennedy's efforts to establish an improvement i n relations between the United States and the Soviet Union. LEGAL NOTICES JAMES F.
