Applications of Robert Sedlak and Ralph Tinim for Class C li quor licenses were received from the State of Nebr. Lawson of Henningson,1 Durham & Richardson, Inc. engineers, was present and sub mitted a preliminary estimate fif costs and a plat regarding the paving of Av. B (Cemetery Road i. Matter was referred back to the engineers for further study. Motion carried that the re quest for a sidewalk on Patter son Ave. be referred to the Sts., Bridges & Alleys Committee to report back next meeting. Motion carried that tentative location of six street lights to be installed in the Patricia Heights Add. be referred to the Lighting Committee. Ordinance No. 1023 entitled "AN ORDINANCE VACATING THAT PART OF THIRD AVE NUE ALSO KNOWN AS MAR BLE STREET, IN THE CITY OF PLATTSMOUTH, NEBRASKA LYING WEST OF EIGHTH STREET AND EAST OF CHI CAGO AVENUE, PROVIDING FOR AN EFFECTIVE DATE AND PROVIDING FOR REVER SION OF TITLE" was passed under suspension of rules. Ordinance No. 1024 entitled "AN ORDINANCE CREATING STREET IMPROVEMENT NO. 104 IN THE CITY OF PLATTS MOUTH, CASS COUNTY, NE BRASKA, PROVIDING FOR THE C ON S'T RUCTION OF STREET IMPROVEMENT THEREIN" was passed under suspension of rules. Meeting of April 9, 1962 Council Chambers City Hall City Council met in regular session at 7:30 o'clock P.M., with the following present: Mayor Grant Roberts, Councilmen L. W. Moore, A. W. Huebner, Wm. G. Highfield, C. W. Rliylander, City Clerk Albert Olson. Absent: none. Minutes of the last meeting were read and approved. Mr. A. G. Wurst of the Nebr. League of Municipalities was present and explained the aims of the League for the coming year. Francis M. Casey was present and again brought up the re zoning of the property of May nard Tritsch in Richey Place Add. Motion carried that ac cording to Tritsch's petition for rezoning that the property should be rezoning from Resi dential to Commercial for sole purpose of retailing wholesaling and display of flagstone rock, in accordance with Mr. Tritsch's agreement before the Council. Mr. Guy Griffin was present and requested further time in cleaning up the Theatre lot. Motion carried to give Mr. Grif fin until July 1, 1962 to level off the standing walls to safe level and clean up the debris and that if by Oct. 1, 1962 new construction is not started, walls are to be torn down to lot level and all debris to lie removed. A petition signed by George Bax and 9 others was presented for grading of 7th Ave. between First & Third St. Matter wa.s referred to Councilman Rliy lander of the Sts., Alleys & Bridges Com. and Arthur Hell wig, St. Com. to view the site. Attorney Weber representing Mrs. Mary E. Brooks was pre sent in regard to paving assess ments on Lots 10, 11 & 12, Bl. 22, Duke's Add., Pav. Dist. No. 157 and claiming damages by reason of change of grade. After discussion, no action was taken at this time. Ordinance No. 1025 entitled "AN ORDINANCE OF THE CITY OF PLATTSMOUTH, NE BRASKA FOR THE SAFE GUARDING OF PERSONS AND PROPERTY AND PROMOTING THE WELFARE OF THE PUB LIC; CREATING THE OFFICE OF ELECTRICAL INSPECTOR AND PRESCRIBING HIS QUALIFICATIONS, DUTIES, RIGHTS AND AUTHORITY: ES TABLISHING STANDARDS FOR ELECTRICAL EQUIPMENT AND REQUIREMENTS RELATING TO THE INSTALLATION THERE OF; MAKING IT UNLAWFUL TO INSTALL, ALTER OR CHANGE ELECTRICAL WIR ING OR APPLIANCES WITH OUT A PERMIT THEREFOR; PROVIDING FOR INSPECTION OF EQUIPMENT AND IN STALLATIONS, THE ISSUANCE dp CF.RTIFTCATES AND COL LECTION OF INSPECTION FEES, PROVIDING FOR THE LICENSING AND BONDING OF ELECTRICIANS, PROVID I N G PENALTIES FOR VIOLATIONS AND PROVIDING AN EFFEC TIVE DATE" was passed under suspension of rules. Motion carried that the lease be approved for the City Clerks office at Cass Realty Co. build ing for a two year period at $60.00 per mo. Chr. Rliylander of the License Committee reported that the committee reco mended that the applications of Ralph Timm and Robert Sedlak Sr. for Class C liquor licenses be approved. A resolution was adopted that it be the recommendation to the Nebr. Liquor Control Commis sion that a Class C liquor license be granted to Ralph Timm and to Robert Sedlak Sr. A resolution wa.s adopted or dering construction of a side walk on the south side of Pat terson Avenue from Chicago Avenue to Clinton Street. A resolution was adopted or dering construction of a side walk near the Skelly Station on Chicago Ave. adjoining the C. E. Welshimer property. Motion carried that the City Attorney prepare ordinances for the creation of Street Improve ment Districts for the follow ing streets: From Highland Drive to 1st Ave on Fourteenth St.; 13th St. from 1st Ave. to 2nd Ave., thence west on 2nd Ave. to 11th St. l.lth St. from Jul Ave. to Main St. j Motion carried to purchase 22 new Duncan Parking Meters at $45 2.) each net prepaid. Motion carried that the Oc cupation Tax on Class C liquor licenses be reduced to $375 00 per year and ordinance be pre pared on same. Motion carried to accept the reuort of the Police Judge for the weeks ending March 31 and A'liil 7, 1962 and place same on file. Motion carried to accept the report of the Parking Meter col lections for the weeks ending April 2 and April 6, 1962 as be ing $257.00 and $213.00 respec-, tively. Motion carried to accept the report as submitted by the Can vassing Com. of the votes cast at the General City and School Dist. No. 1 election on April 3, 1962 and place same on file. Board met pursuant to ad journment. Present Melvin R. Tudd. Harold R. Gregg and H. L. Bornemeier, Commissioners, and Chas. Land, County Clerk. Minutes of the last session ap proved and the following busi ness transacted in regular lorm. The County Attorney filed his Quarterly Report to The Board of County Commissioners with the County Clerk. The County Treasurer pre sented a list of delinquent real estate taxes to the Board in compliance with Section 77-1918 R.S. Nebr. 1943 and a motion was made by Bornemeier and seconded by Gregg authorizing the Treasurer to issue tax sale certificates on Cass County real estate where taxes are delin quent for three or more years. Motion carried. Mo: ion was made by Gregg and. seconded by Bornemeier that the Chairman sign the joint re solution to establish the bound ary of that part of the Union Rural Fire Protection District in Cass County, Nebraska. Motion carried, all voting aye.
