CAPITOL CORNER By Rep. Glenn Cunningham Washington, D. C. (SpeciaD- A House subcommittee starts hearings this week on my bill to amend Federal laws pertaining to obscene matter. My bill, and companion meas ures introduced by many other Congressmen, would greatly strengthen existing laws per taining to distribution of obscene material to minors. It is obvious that older people are not affected as much by por nography as a teen-ager. Thus I have long felt that our Federal laws involving obscene matter should take this difference in ex perience and judgment into consideration. I am very hopeful that early action will be taken on this legis lation and a stronger law will result. Two proposals I offered last year in this field were adopted by Congress and have already been of great value to Federal officials trying to stamp out the flow of such obscene ma terial. Hollar, 24, whose wife, Joyce, lives in Eagle, Neb., arrived on Okiniawa Aug. 13 and is now a member of the 65th Artillery, a Nike-Hercules missile unit. Specialist Hollar, an integrat ed lire control operator in Bat tery D of the artillery's 1st Mis sile Battalion, entered the Army in September 1957. The son of Mr. and Mrs. Char les E. Hollar, Shermans Dale, Pa., he is a 1955 graduate of Donegal High School, Mount Joy, Pa., and attended the U.S. Merchant Marine Academy In Kings Point, N. Y. Before enter ing (lie Army Hollar was em ployed by Sun Oil Co., in Phil adelphia, Pa. An amazed House subcomittee recently received testimony from a high official who has ap parently convinced himself that he is more powerful and wise than the entire U. S. Congress. The man is Edward Martin Assistant Secretary of State' for Economic Affairs, who appeared before a House Agriculture Sub committee considering disposal of surplus agricultural commod ities. Martin was asked why a certain proposed trading agree ment between this country and a South American nation had not been completed. The country had sent a trade mission to the U.S. with instruc tions to trade their sugar for our surplus wneat. Martin said he did not agree with the policy as set iorth by the Congress in this regard. He even said he had dis couraged the visiting foreign of ficials from adhering to the U. S. policy, which is to trade our sur plus farm products whenever possible instead of buying for eign commodities outright with tax money. If you have ever heard me say that bureaucracy is bad, per haps this will illustrate why 1 feel that way. These admini stration officials never run for office, never have to explain to the people why they take certain actions, never face the test of having their decisions affirmed or rejected by the public the taxpayers who pay their salary. Mr. Martin's brash comments indicate he feels he is above the power of the U. S. Congress and superior in judgment to the men and women chosen by the tax payers to look after their inter ests in Washington. It is amazing, but I fear that Mr. Martin is not the only one who goes merrily on his way de spite the wishes of the people and the Congress. Yet there are those who would have the Congress delegate more and more of its responsibilities to these same people in the ex ecutive branch. A Classified Ad in The Journa cost as little as 50 cents.
