Capitol News By MF.LVIN PAUL Statehouse Correspondent The Nebraska Press Association LINCOLN Starting this fall, 17 Nebraska cities and commun ities in their immediate trade area have a big job. They will have to keep up the volume of traffic on new local airlines authorized for the state by the Civil Aeronautics Board in Washington. Actually affected are Lincoln, Omaha, Sidney, North Platte, Imperial McCook, Kearney, Hastings, . Grand Is land, Alliance and Scottsbulff. Those cities are located on ei ther the northern or southern Nebraska routes authorized by 1 the CAB on a temporary basis. The CAB will review the sit uation between the 7th and 18th months of operation to see if the volume on the temporary routes justifies their continuance. The eye of the CAB will be on the results of the operation of the two marginal routes. If they are successful, as the state maintains thev will be, the result could be a changed concept of local airline service. In the past, the CAB has auth orized only routes that it felt would be substantial producers of revenue, thus cutting the fed eral government subsidy. But, in Nebraska, the state took over a traffic stimulation program at Norfolk on an ex perimental basis. The results overwhelmed. Applying the same type of operation to the re mainder of the state could pro duce a going network of at least twice dailv round trips at each of the 17 cities, the state believes. Already, United Air Lines in Lincoln has added a West Coast flight, originating in Omaha and San Francisco, anticipating step ped up volume from local air lines which will feed into Lin coln and Omaha. Frontier and Ozark airlines will serve Nebraska. The bulk of the service goes to Frontier. This should help the scheduling problem, to produce better con nections between Nebraska cit ies. The State Aeronautics Depart ment is jubilant over the CAB announcement. Details will come later in a formal order to be issued by the board. That order will come this summer, with a bout 60 davs thereafter expect ed to be the effective date. It appears DC equipment will be used at first, but there are strong indications some Nebras ka routes will get Convairs, and eventually jet airliners. He said there was 100 per cent sup port from the state's Congress ional delegation and Gov. PAGE SEVEN Groundwork is laid in the Nor th Platte Valley for an anti-hall campaign. Secretary of State Frank Mar-. sh has certified that valley vot ers have approved formation of Nebraska's iirst weather control district, by a count of 4,836 to 2,336. The district was formed pri marily for hail suppression in the North Platte valley. Involved are Sioux, Scotts Bluff, Banner and Morrill counties. Passed by the 1957 Legislature, the law permits levying of a . small tax to finance operations. Truck Rate Hikes A group of Nebraska truck ers has asked the State Rail-' way Commission for a rate boost , of 10 per cent. Affected are shipments under . 2,000 pounds. The comnission set the matter for hearing Sept. 16. Bingo Drive The drive to put a Constitu tional amendment on the ballot in November to legalize bingo continues. Backed by the Veterans of Foreign Wars basically, the pe titions requesting the vote must be filed with the Secretary of State by July 3. State VFW ad jutant Robert Lowe said the . drive would continue until the,, first week in July. Most of the petitions, Lowe said, will be brought in at the VFW state convention at Scotts bluff June 15. Lowe said the number of sign, ers has passed the 55,000 mark. About 57,000 valid names are re quired, but normally a heavy, cushion is needed to come up with a valid total because many sign the petitions illegibly, or put down wrong addresses or voting precincts. Schcol Driver Permits School driver permits have been the subject of an opinion from Atty. Gen C. S. Beck. The opinion said holder of such a permit cannot drive to school functions such as class plays or sports events unless his attend ance is required in some capa city other than as a spectator. The permits can be obtained by a student between 14 and 16 years old to drive to and from the school building where he at tends classes. Beck said it was not the intent of the Legislature to allow the below-age drivers generally. Great Plains Best Habitat For Coturnix "The Great Plains looks like the best prospect for the estab lishment of coturnix quail," said M. O. Steen, Game Com mission director. While attending the North A merican Wildlife Conference in St.Louis, Mo., recently, Steen conferred with Dave Ware, Ok lahoma game and fish depart ment director, and H. D. Dod gen, Texas game and fish com mission executive secretary. To gether, the three Great Plains states last year released approx imately 100,000 coturnix fuail. "Since the coturnix quail is a migratory bird," Steen declar ed, "it is a foregone conclusion that he is going to migrate. The question then is can he take hold in this continent "The coturnix requires the. type of range we have here, in cluding the qualitative nutrition al levels. Because of this and based on the experience we've had to date in Texas, Oklahoma and Nebraska, the Great Plains offers the best potential for the birds' establishment on this con tinent. "Nebraska on the north end, Texas on the south, and Okla homa in between we are all encouraged by the development to date," Steen said. Oklahoma last year stocked three times as many birds as Neoraska. Texas, too. made a substantial stocking. All three states will continue their efforts Icr the next two years to estab lish the coturnix auail as a No. American game bird.
