End To Postal Saving System Is Requested Postmaster Les Niel today said the post office department is urging Congress to liqui date the postal savings system because it has outlived its use fulness. Postmaster General Arthur E. Summerfield. the local Dostal head explained, has urged Con gress approve legislation which would permit liquidation of post al savings in such a way there would De a minimum of in convenience to depositors. Such legislation, which is in line with recommendations of the second Hoover Commission and the comutroller eeneral of the United States, is now pend ing in Congress, Niel noted. Pointing out postal savings deposits have droDDed ranidlv from $3,393,000,000 in 1947 to $1,765,000,000 in 1956, with de clines continuing at the rate of about $20 million a month Niel said the post office de partment feels the svstem "nn longer meets today's social con ditions and savings habits." Noting nearly all postal sav ings system decositores todav are concentrated in post offices in , communities which have commercial banks, he added "today funds are invested with confidence in United States savings bonds and in govern ment guaranteed bank and sav ings and loan deposits." Locally, postal savings total $143,347 today, compared with $497,908 10 years ago. " Relax A Bit Before : Bedtime To Sleep - Well At Night If you will taper off the day's - activities during the evening Z rather than go at full tilt up - to bedtime, you are more liable to fall asleep quickly and rest Z more satisfactorily, according to " a former medical chief at the Z Mayo Clinic. "Going to sleep is like stop- Z ping one's car at a boulevard," - he says. "If, when a block a- " way, one sees the light change Z to red, one should turn off the - power and coast to a stop. Some I persons keep the power on until they almost reach the light and " then must slam on the brakes." The doctor feels the per- Z son who spends a restful eve- ning Is likely to fall asleep- the Z minute his head touches the pillow. "But the one who works hard until 10 o'clock or cots . jittery watching a prizefight on, television may well need a' sleeping pill as a brake." - The poor sleeper must take special care. He 'should go to -bed early to rest or read, td coast to a stop. He should be comfortably, firfnly supported " here Is the Important point. If, I when drowsiness comes, a per- - son can turn out the light and Z lay right down, he is likely to go to sleep."
