Some cities and villages have borrowed from their future through the issuances of bonds to speed up highway betterment. Our state highway department has accomplished much within staff and budget limitations, ine construction of modern highway facilities has enjoyed a vertv able boom and the federal gov ernment basing its programs on the federal aid pjolicy adopted 40 years ago, has sharply ex nanded its assistance to the states by returning a larger per cent of the highway users rev enues. wo years ago congress in creased the federal aid program by over 50 per cent. This was regarded at the time as a sig nificant accomplishment . which was true. However, the terrible with their horrible toll in lives and injuries, not to mention the multimillion dollars economic cost created and irrespressible pressure much stronger than ever before. It is my thought that every citizen of this state has had the highway story brought home to him many times by reason of traffic congestion, parking worries and other traffic woes encountered on his or her tra vels. The President of the Uni ted States put an end once and for all to the piece meal, dis jointed planning when two years ago he called for a frontal at tach on highway deficiencies in which the federal govern ment would assume a much heavier share of responsibility than it ever had before. Now our 84th congress in 1956 has enacted into law one of the largest federal aid programs that our country has ever seen. VV A. V X " i much less time than had been anticipated in the past. - ; Much concern is also express ed in Nebraska's ability to match federal interstate funds on the proposed 90-10 basis. The 10 per cent which the state will be obligated , to produce a mounts to a little less than one million dollars each year,' that is under present allocation ra tios and there is doubt that this figure will change much from year to year unless, of course, the original construction esti mates and right-of-way cos are far below actual needs. Even then, certain methods must be found to match suc cessfully the full amounts. How ever, the one million which the state will provide the first year has already been accounted for and earmarked in the Highway Department Cash Fund. Again I say that with the federql aid to our interstate, primary, secondary and urban systems, we, the citizens of this great state, must see that these revenues are taken full advan tage of by our state, county of urban areas. Since we as in dividuals, are actually the ones who had paid our tax and made the federal aid possible, do not take advantage of these funds, they then will revert back to the federal government, who may reallocate to some other state. Under these conditions the people for Nebraska will act ually be; paying taxes 'to build higheays'in other states for it is our revenue which will be re allocated. Much concern is also express ed in our state by some citi zens that if the interstate sys tem is to be built that our pres ent highways will be neglected. This our governor and state engineer have assured us wil HURT WOMAN IN CRASH SPRING VILLE, Utah Ed gar Drake saw Mrs. Lizzie Bill ings slip on ice, breaking her wrist and cutting her head. Drake picked up the injured woman and tried to locate a- doctor. Failing, he headed for nearby Spanish Fork, Utah, with Mrs. Billings. A few miles out, Drake's car skidded on a patch of ice and collided with one driven by Mrs. Lillian Brown. Mrs. Billings was taken to a hospital with possible internal injuries and pelvis fractures. Drake had a back injury and Mrs. Brown was bruised.
