M., November 25, 1955, for new road surfacing delivered on the following de scribed projects, to-wit: One mile of screened crushed Lime-rock surfacing delivered to the mile of road between Sec tions 33 and 4 T 10 & 11 North and R 11 E., at the rate of 630 tons per mile. This mile of road is located beginning 2 miles West of Weeping Water and ending 3 miles West of Weeping water. Over 20,000 gallons of water used or consumed, 30c per 1,000 gallons. Minimum per quarter, $6.00. B. Meter Readings; Penalty for Delinquency; Date of Delin- auency; Shut-o tion of Service. Shut-off and Resump- All water meters shall be read by the Water Commissioner, or his assistant, between the seventeenth days of March, June, September and December and the first day of the suc ceeding month in each year. The Water Commissioner shall make up statements for the same. Statements of monthly service bills may be mailed to consum ers on or about the first day of the succeeding quarter, if the Chairman and Board of Trus tees shall so order by resolution. All consumers shall pay in net cash at such place as designat ed by tne Village Trustees the amount due said village for wat er service. If consumers shall fail to pay his quarterly bill on or before the tenth day of the quarter succeeding that in which water is used, the Water Commissioner shall add to the bill of such consumer and shall collect a ten per cent (10) penalty for delinquency. If con sumer shall neglect or refuse to pay his quarterly water bill on or before the twentieth day of the quarter succeeding that in which water service is used, the village, through- its Water Commissioner, shall discontinue and disconnect c o n s u m er's water service until all amounts in arrears are paid in full, to gether with a fee of $14)0 for re sumption of service. C. More than One Consumer Through Same Meter. Where more than one con sumer uses water through the same meter the minimum rate heretofore established shall be charged for each consumer; and there shall be charged to, col lected from and paid by the owner or user of said water meter, for all water furnished, including the number of mini mum charges paid, at the sched ule of rates in this section pro vided, as separate statements for each consumer will not be rendered by the Water Commis sioner. D. Flat Rates Prohibited. No flat rates for water ser vice will be quoted or allowed. E. Discrimination. No water service shall be fur nished to any consumer under any other rate than is provided by this section. ,.i ., F. Temporary Users. Persons, firms or corporations desiring to use water temporar ily, shall pay such rates as the Water Commissioner shall fix Section 2. That Section 16 of said original ordinance No. 37 as originally enacted and now m force, be and the same is hereby repealed. Section 3. This ordinance shal take effect and be in force on and after January 1. 1956. Section 4. All ordinances and parts of ordinances in conflict with this ordinance are hereby renealed. DierKs Wednesday dismissed a suit to change custody of minor chil dren of a divorced couple, La- Donna Schwortman against Ro bert Schwortman. The couple were divorced in district court here in January, 1954. Also, a restraining order was issued in a divorce case, Ruth J. Waldo of Nehawka against Lester A. Waldo. - Dismissed was a judgement lein as fully paid in the case of The Nebraska Central Building and Loan and F. M. Hearn against Harold M. Towle and others. Police Court Bobby E. Cartwright, Route 2, Plattsmouth, $5 and $4 costs, negligent driving. LEGISLATIVE SIDELIGHTS "Stealing" Markets? Important to the prosperity of " American farmers is a foreign market for an important seg- ; ment beyond domestic needs. In recent years foreign sales for U. S. farm commodities has been down drastically. The sit uation appears to look a little brighter in recent months, ac cording to the Foreign Agricul ture Service of the USDA. How ever, bright as it appears by comparison with 1954, there is a long road Jto go in regaining lost foreign markets. September exports were one- fourth ahead of 1954; the total for July, August and September was 20 per cent ahead of 1954. September farm exports were $255 million as compared with $598 million. All commodity cat egories were in a better position with the exception of cotton, which was down from 644 thou sand bales in July-September 1954 to 210 thousand bales this year. On a yearly' comparison basis, the picture looks good, but the FAS also points out that the United States does not share in larger world agricultural trade. World trade in the kind of com modities produced commercially in the U. S. has increased stead - ily since World War II, but the U. S. has not participated in it. Foreign exporting countries have increased their sales, in some cases substantially. ' The U. S. trade index would be darker but for government promoted sales and donations. These government programs have been vital to what world- trade U. S. does have. If the American farmer is to regain his position as a world supplier greater efforts must be made to market quality products at competing prices. Farm ex ports are running 16 per cent behind what they were in the 1920-29 period. The 1920-29 trade index was 103; today it is 87. The period 1920-20 is used because world trade conditions were similar to today. Then, as now, U. S. and foreign produc tion was up and foreign consum- ers were prosperous. These are facts which deny accusations of foreign competi tors that American farm pro ducts are "stealing" their mar kets. If competing .successfully is "stealing", the U.
