The said Dial 4178 36-tfc THE PLATTSMOUTH, NEBRASKA, SEMI-WEEKLY JOURNAL Monday, April 4, 1956 PAO SEVEN schedule of maximum rates for the service of the different kinds and classes of water service shall be as follows: First 300 cubic used per month, Next 200 cubic month, 40 cents feet, Next 2000 cubic month, 30 cents feet, Next 2000 cubic month, 25 cents feet or less $1.50, feet used per per 100 cubic feet used per per 100 cubic feet used per per 100 cubic feet, Excess above 4500 cubic feet used per month, 15 cents per 100 cubic feet. Cash deposit or minimum rates in advance or both required on all accounts at discretion of the Board of Public Works. Minimum rate for period billed in advance on all accounts. Minimum rate monthly $1.50, bimonthly $3.00, quarterly $4.50, in advance. Hydrant rental $57.50 per year each, for 101 hydrants installed. $25.00 per year for each addi tional hydrant; hydrant rental payable in monthly installments. $1.00 charge made for turning on or off water. No discount may be made for vacant premises un less water is shut off and the Board of Public Works has been notified that said premises have been vacated. Industrial rates may be made by the Board of Public Works as in their discretion shall be proper. Deductions from the rate as aforesaid shall be allowed for the time service has been dis continued, only when such serv ice has been discontinued after notice to the Board of Public Works. No deduction shall be made for the time any service remains out of use. All water sold shall be measured and dis posed of to consumers by meter, except where in the discretion of the Board of Public Works, another measurement should be made. All water service fur nished to consumers on prem ises outside the corporate limits, will be furnished to such con sumer at such rates as the Board of Public Works may determine, and uniformly fix, but not be low the regular rates charged consumers in said city. The City of Plattsmouth, Ne braska, by resolution of its Board of Public Works, shall have the authority to contract with any person, persons, cor poration or association to sell water service beyond its cor porate limits when in the judg ment of the Board of Public Works, it is beneficial for the City to do so. The City shall not incur any cost or expense be yond its commercial mains in providing the means of such service. Such service shall not be instituted or continued ex cept to the extent that the fa cilities of the City for supplying water service are in excess of the requirements of the inhabi tants of the City. For the fur nishing of water service beyond its corporate limits subject to the above conditions, said Board, with the approval of the Mayor and Council, may establish rates with such persons, firms or cor porations without regard to the rates specified in the foregoing schedules; provided, that the contracts made with non-residents shall be uniform so far as they effect the users of equal amounts of water under such contracts. SECTION 2. Original Section Ten (10) of Ordinance 769 and all ordinances or parts of ordi nances in conflict herewith are hereby repealed. SECTION 3. Either in combination or sep arate have been recommenda tions to increase the length of the term and the number of legislators. Each time the matter has come to a vote, the citizens of Nebraska have decided against change, generally by a narrow margin, indicating to supporters of change "voters did notf know the full story." If the legislature agrees with Senators Dwight Burney, Hart ington; Donald McGinley, Ogal lala; and Charles Tvrdik, Om aha, voters again will have an opportunity to express them selves on a lengthened term and salary increase for legislators. LB 83, a Constitutional Amend ment, provides for a four-year legislation term and a salary of $1,500. Voters would express themselves in Novembei, 1956; and, if the vote was favorable, the amendment would go Into effect immediately. Legislators elected from odd-numbered dis tricts in 1956 would serve two years and even-numbered dis tricts four years. Thereafter, each legislator would be elected for a four-year term. There are arguments for and against both the lengthened term and the increased salary. First, a member of the legis lature who is doing a good job ought to be retained in office as long as voters can prevail upon him to serve. A four-year term eliminates the necessity of cam paigning: every time he serves in j the Legislature. On the other hand, the undesirable legislator, who might be more readily turned out of office with a two year term, is perpetuated and protected in office against the wishes of his constituents. Second, $348 a month (or $1, 744 a term) is pretty poor pay for a legislator who does a good job. The average regular ses sion of the legislature is five months, so $1,744 a term works out to about $348 a month, if there are no special sessions. A good legislator is making a real sacrifice to spend five months (or more) on the law-making job. But a poor legislator is overpaid. Perhaps the argument shouldn't be resolved on a basis of desirable and undesirable legislators. After all, voters get the kind of legislators and legis lation they are interested in having. Voters make the choice of legislators; and if the choice is wrone; have to blame their own failure to take interest in candidates. The fairer answer probably is to assume that most legislators are deserving men and women, who need more appreciation of their efforts; and one way to show this appreciation is by a salary increase: and if it will improve legislative service an extended term. On a basis of five months work in two years, $1,500 a year is $600 a month too little pay for the sacrifices made by a good legislator; much more than a poor legislator deserves, it's true, j but the overpaid legislators still ! are a low percentage minority. : Too often, we being human, credit the minority of failures vith greater weight by far than they deserve.
