On the other hand there was a block of 22 votes against the sale. Out of a 43 member Le gislature that is enough to be the majority and block any bill. The consolation for western Nebraskans unhappy about the present school land situation is that there were 13 senators who listed themselves as undecid ed. If enough of these could be wooed, there was a chance that some laws could be passed mod ifying some of the present prac tices of administering the land. School land leaseholders have complained most about the me thods of leasing and appraising no win operation. Anderson's Budget Gov. Victor Anderson pre sented a budget to the Legis lature totalling $193 million, or $1 million less than outgoing Gov. Robert Crosby recom mended before his term ended. However, the Anderson budget probably will go up to $214 mil lion of certain taxes and levies are re-enacted. Major new suggestions by the governor was for an "operating reserve fund." This would be an emergency fund to meet needs which come up in the state from time to time. In the past several special sessions of the Legis lature have-had eo be called be cause no such emergency fund was available. . , w Gov. Anderson suggested that the fund could be largely made up of the "unexpended balances" the agencies have at the end of each fiscal biennium. Usually these are reappropriated but be cause they are so difficult to estimate the agencies often have more left than the Legis lature had anticipated. That means the agency has more money to spend than the Legis lature intended. The new governor also sug nested a central personnel of f ice for hiring state employees and job classification. His biggest cuts were $550,000 from the Board of Control bud get, $150,000 for a new govern or's mansion suggested by Cros by, and $483,000 from the Safe ty Patrol budget (money ear marked for additional patrol men). Penitentiary Action , Gov. Anderson stepped quiet ly but firmly Jnto the Peniten tiary controversy, urging the Board of Control quickly to hire a penal director over the state's prisons. He also backed up the board in its decision to keep Warden Herbert Harm at the Penitentiary lest inmates feel they had won a victory by get ting an ouster of prison offi cials. The Car Stretch All me cars ana trucks ex ported from New York harbor each year, placed end to end, would stretch- from Manhattan to Indianapolis, Indiana, says the National Geographic Society. Mechanized output of coal reached a new record high in 1953 when 84.2 per cent of all coal produced underground and at strip mines was loaded me chanically. In 1943 only 55.8 per cent of all coal produced was mechanically loaded. But in 19 55, experts predict, the total will rise to 88.5 per cent. Mrs. MabsIIe Winn Phone 420 Sgt.
