BE IT ORDAINED, by the Mayor and City Council of the City of Plattsmouth, Nebraska: SECTION I That no person, firm or cor poration supplying natural gas to the City of Plattsmouth, Ne braska - and the inhabitants thereof on a firm basis as de fined in Ordinance No. 891, shall after the effective date of this ordinance charge more for such gas service. than the rates hereinafter set forth in Section SECTION II - Firm Gas Service Rate .-. , -i (a) Base Rate - (Subject to Paragraph (b) hereof) First 500 Cu. Ft. at .53 per MCF. r Minimum Bill - $1.00 per month per customer, (b) Adjustment for Cost of Purchased Gas.,; The charges to customers for all gas. -supplie'd in thfe period covered byany. bill -shall be in creased: or 'decreased f rem the' foregoing schedule; as follows : If at any time or from time to time' onor- after December 27, 1954, the rate authorized to be charged the Company for - any natural gas purchased by it on a firm supply basis for resale in Plattsmouth shall be increased or decreased so as to result in an average cost per MCF to the Company greater or less than 43.7 cents (whether or not such increase or decrease is final or is made under refunding bond) the Company's charges per MCF for gas which it supplies to firm customer in Plattsmouth on and after the effectvie date of such increase or decrease may be in crased or shall be decreased to such amount per MCF as shall be above or below the scheduled rates in each bracket by the same amount by which such in creased or decreased average cost per MCF to the Company shall be more or less, as the case may be, . than 43.7 cents; pro cided that if the amount of such increase or decrease in the Company's charges per MCF shall not be a multiple of one tenth cent, the increase or de crease shall be made to the nearest such multiple, or if there is no nearest such multi ple, to the next higher such multiple; and provided, further, that the Company's charges shall also be adjusted by such amount per MCF as shall be ne cessary to reflect any increase or decrease in applicable sales, use or gross revenue taxes on ac count of such increase or de crease in the Company's charg es for natural gas sold in Platts mouth. For the purposes hereof, the average cost per MCF of pur chased gas shall be computed: (1) by applying (a) the newly effective rates (increas ed or decreased, as the case may be) applicable to natural gas purchased on a firm supply, basis for resale in Plattsmouth to . firm customers, to (b) the respective quantities of natural gas so purchased during the first 12 of the 14 calendar months im mediately preceding the Walter H. In the event of the Com pany's receipt of any re fund in respect of rates paid by it under bond and applicable to natural gas purchsed on a firm sup ply basis on or subsequent to December 27, 1954, then unless, upon application by the Company, the City Council of Plattsmouth shall otherwise determine, (a) such refund shall ba translated into terms of an amount per MCF of the quantity of purchased gas with respect to which such refund is received; (b) the average cost per MCF of an equal quantity of natural gas purchased on a firm supply basis sub sequent to receipt of such refund shall be deemed decreased by the amount per MCF computed as provided in Paragraph (a); and (c) the Company's charges per MCF which would otherwise be effective, shall be reduced by amount equal to such de crease in the average cost per -MCF of purchased natural gas, which de crease shall be applicable to a quantity of natural gas thereafter sold by the Company to firm custom ers in Plattsmouth equal to the quantity of pur chased gas with- respect to which such refund was received, and shall not be effective with respect to further sales. The Company shall, as promptly as possible after rer ceipt of such refund, make the necessary computations and ar rangements and shall effect the decrease resulting from receipt of such refund with the first billing period after such com putations and arrangements have been made. SECTION III That all ordinances and parts of ordinances in conflict with the provisions of this ordniance are hereby repealed. SECTION IV This ordinance shall be in full force and effect from and after its passage by the Mayor and City Council of the City of Plattsmouth, Nebraska, and its publication as required by law. These controls are designed to hold down production next year so that surplus supplies may be reduced. The Government now has about $2,698,000,000 invested in surplus wheat stocks and $1, 230,000,000 in surplus cotton ac quired under price control op erations. Voting in a 20-state referendum recently, cotton producers were recorded as 313,061 to 27,135 in ' favor of marketing quotas on their 1955 crop.
