NEW CONSTRUCTION The Commerce Department ment reports that new construc tion has risen seasonally and that the seasonally adjusted to tal of $18,100,000,000 for the first half of the year is the largest ever recorded for a similar pe riod and 2 per cent above what it was a year ago.
