Coun ty Attorney Richard Peck told Plattsmouth Rotary club mem bers here Tuesday noon. A guest of Rotary Program Chairman Dick Spangler, the county attorney outlined provis ions of the proposed amendment as" submitted in the Bricker Resolution, sponsored in the Senate by Senator JoTin Bricker of Ohio, and backed by 63 Unit ed States Senators. Bricker's resolution, fathered by . the American Bar Associa tion and Frank Holman, Seattle attorney, proposes to close loop holes which at the present time enable the executive branch of the federal government to make treaties with ther countries that violate rights of the individual. The proposed amendment would not alter current consti tutional law governing treaties, but would further provide that oortions of treaties violating the individual's rights would be in valid. Peck explained that dozen's of organizations including the American Legion, A.M.A., and labor organizations are also backing the proposed 23rd amendment to the constitution. Rotarians were also introduc ed to two new Junior Rotarians for the month of November.
