Post office authorities have guaranteed to make delivery of overseas Christmas packages if mailed on or before November 15, 1952. With the first of No cember new at hand, parents, relatives and friends are re minded that they might be too late in mailing packages to over seas servicemen unless they are motivated to action soon. That at the general elec- tion m November 1E52. there shall be submitted to the electors of the State of Nebraska for approval the follow ing amendment to Article XVI, sec tion 2, of the Constitution of Nebraska, which is hereby proposed by the Leg islature: Sec. 2. when three-fifths of the members elected to the Legislature deem it necessary to call a convention to revise, amend, or change this con stitution, they shall recommend to the electors to vote at the next elec tion of members of the Legislature, for or against a convention, and if a majority of the electors voting on the proposition, vote for a convention, the Legislature shall, at its next session provide by Jaw for calling the same: Provided, the 'otes cast in favor of calling a convention shall not be less than thirty-five per cent of the total votes cast at such election. The con vention shall consist of not more than one hundred members, the exact num ber to be determined by the Legisla ture, and to be nominated and elected from districts in the manner to be prescribed by the Legislature. Such members shall meet within three months after their election, for the purpose aforesaid. No amendment or change of this constitution, agreed upon by such convention, shall take effect until the same has been sub mitted to the electors of the state, and adopted by a majority of those voting for or against the same." At the general election in November 1952, there shall be sub mitted to the electors of the State of Nebraska for approval the following amendment to Article XVI, section 1, of the Constitution of Nebraska, which is hereby proposed by the Legislature: "Sec. 1. The Legislature may pro pose amendments to this ConstituUon. If the same be agreed to by three fifths of the members elected to the Legislature, such proposed amendments shall be entered on the Journal, with the yeas and nays, and published once each week for three consecutive weeks, in at least one newspaper in eacht county, where a newspaper is pub lished. Immediately preceding the next election of members of the Legislature. At such election said amendments shall be submitted to the electors for ap proval or rejection upon a ballot sep arate from that upon which the names of candidates appear. If a majority of the electors voting on any such amendment adopt the same, lt shall become a part of this Constitution, pro vided the votes cast in favor of such amendment shall not be less than thirty-five per cent of the total votes cast at such election. (Political Advertisement) P lhDTl p y DETERMINATION t6 RESTORE BETTER Cass County Republican Central Committee Quail Season Opens Saturday In (ass County Nebraska's hunting becomes more diversified at sunrise Sat urday, November 1 as the state's 23-day long quail season gets under way in 30 counties and part of five others in southeast Nebraska. At this time, Nebraskans are ! already hunting pheasants in most of the state and ducks, geese, coot, rabbits, sauirrels. raccoon, and opossum in all of Nebraska. The state haa con cluded its grouse season which ran October 11 to 15. Quail hunters are encouraged by Game Commission investiga tions which indicate good hunt ing. Summer checks show a ouail population slightly biow that nf last vear. but higher than that of 1950. The northern and western parts of the open zone appear to have more quail than a year ago wniie me souineasiern counties have less. The popu lation is apparently more even ly distributed within the open zone than a yar ago. Quail generally leave their roosting areas in mid-morning, traveling via travel lanes (hedgerows, etc.) to feeding areas after which they go to loafing cover. They return to feed in mid-afternoon and then back to the roosting areas..-" More dogs will be used in quail hunting than in hunting of any other game species in the state. Many hunters con sider dos as a "must" in quail hunting. Using dogs not only expedites finding the birds, but also limits lost birds and adds to the sport. It is with dogs however, that quail hunting will suffer unless rain falls soon. Most dogs are unable to pick up scent when such dry conditions prevail. The auail season runs through November 23. Hunting hours are sunrise to one hour before I sunset. Eag limit is seven birds as is the possession limit. Open area includes Cass. Douglas, Nemaha. Otoe. Sarpy and Saunders counties. FEDERAL PAYROLL Civilian employment in the Federal government decreased by 9,032 in August as compared with July, from a total of 2 599.123 to 2.590,091.
