Under the present system, farm ers have little chance to get cash, and qualified observers believe the proposed new system would be an incentiwe to them. Authorities of the Argiculture Forestry Ministry are now rushing preparations on a bill which would result in a drastic revision of the existing tenant-farming system of this country which still retains many remains of feudalism and prevents healthy development of agriculture. At the present time farm rents in Japan are among the highest if not the highest in the world, They run 49 per cent on rice fields where two crops may be produced during a year and 45 per cent on once-a-year fields. Japanese agri cultural experts contrast this fig ure with the rents in other igri cultural countries which they say are from 10 to 20 per cent.
