, , A PRIMARY LAW.
Among thc legislation which
should receive thc attention of
. . . he ensuing legislature is a new
p . primary law insuring honest
, nominations Kansas will prob-
1.1 ably pass such ! a law this winter
fJ and Nebraska should do lilewisc.
\ . 'l'herc are a hundred lawyers
. in thc state who could frame a
law of this character that would
pass muster with the courts.
Such legislation would not make
any material difference in this
county , , but in many of thc coun-
, tics of thc state such an act
would improve thc character

of the nominations and would
eventually destroy the pernicious
influence of machine poJitics.
THE PRESIDENT-'S INTER-
STATE COMMERCE
POSITION
President Roosevelt has inaug-
urated :1 : campaign looking to the
amendment of thc interstate com-
mcrcc law so that freight rates
shall be under government super-
vision. For years freight rates
have been controlled by thc several -
eral states and because of thc
pernicious influence of the rail-
roads in politics , practically nothing -
ing of benefit fie the shipping
public has been accoll1plilJ'cI. !
Under the interstate commerce
law as it now is , the commission
can do nothing more than : cake
recommendations which arc regarded -
gardcd or not regarded as thc
railroads please. The president
now expresses his impatience
at state control and his
intention to relieve thc commis- I
Rion of its impotence by putting
I
the interstate rates under governmental -
mental control. The rai lroads I
are preparing a campig'n of resis-
tancc to this which is said will be
the supreme effort of their exis-
tencc.
'l'l1c President realizing the
hold that these mighty corpora-
tions ha \ 'e up0n many of the con-
gressmen , says that he can do
nothing without the active
\ cooperation -
operation of thc public at larg-e.
'Ve believe that congressman
Burkett will lend his aid to the
accomplishmcnt of this reform
which is of such great importance
to time shippers of Nebraska , but
ne\'cr the less it would be a good
idea for our people to write Mr.
Burlctt of their wishes. By thc
way , when hil\'C thc American
people ever had such a true and
courageous a friend as Theodore
Roosevelt ?

The tide of the fortunes of war
IS about to turn. Russia and
winter make too hard a combi-
nation. Japan cannot hope t o
win where Napoleon lost.

It is said that the letter R , is a
favorite with the American people -
pIc because it is thc end of Park-
