law could be passed under our
constitution which would pcrmit
thc bottom land owners to improve -
prove their land at thc expense
of othcrs. 'rhe bill Mr. Grinstcad
has in mind will put every dollar
of the cost on thc land which is
bcnefitcd. Not one cent on any
one cIse. Mr. Elliot , thc govern-
ment expert 011 drainage stated
the whole expense would bc paid
by the bottom land owners , and
that the Neinaha river could bc

could be paid by the first years
