bodies Now they have become im bued with the idea that clean mouths mean healthy pupils and the exam ination of the teeth of school chil dren is the latest thing under con sideration Investigation in Germany shows that nearly 96 per cent of the school children have diseased teeth and sta tistics show conclusively that 1 On account of bad teeth the physical development of the child is seriously retarded 2 The more the physical develop ment is disturbed the less in general is the mental capacity of the child 3 The worse the teeth the worse as a rule is the school standing About 500 pupils in the schools of Ludlow Mass were recently exam ined and the condition of the teeth and mouth found most deplorable The most striking feature observed was the neglect of dental cleanliness and absence of any evidence of den tal treatment beyond a few instances in which teeth had been extracted Probably not more than three out of one hundred possessed brushes and showed signs of using them regularly and these three were practically free from decay Bacterial deposits tar tar remains of food and every de gree of malodorousness and poisoning were evident Many children were suffering from undue retention of temporary teeth but still more from the premature loss of them showing the utter neg lect by the parents of the first set of teeth which from a dentists stand point is most important The first permanent molar was in variably badly decayed Probably 50 per cent would have to be treated or extracted This molar is very confus ing to parents and children as it comes before the temporary teeth are shed and is therefore taken for one of the first set and neglected from ig norance It Is evident from this Inspection that something must be done First of all the public must be convinced that such a movement is for the pub lic welfare The disastrous results from a lack of knowledge on the subject of oral hygiene are seen on every hand Suf fering humanity needs more thought upon the subject and needs it badly because our future health and happi ness to a great extent depend upon it How can we best accomplish a den tal education among the masses of the people Dentists cannot get at the masses of children growing up around us to teach them and the par- ents as a rule are entirely ignorant on the subject It would seem that this must be looked up in our public schools We are equity Sept 9 jury A Resolution declaring the inten tion of the Mayor and Council of the City of McCook Nebras ka to refund Fifty Thousand Dollars of the out standing wat er bonds of said city bearing idate June 15th 190S and di recting public notice to be giv en of such intention all in ac cordance Avith sections 11279 11282 of Cobbeys Annotated statutes of Nebraska for 1911 and repeal all resolutions and parts of resolutions in conflict herewith Whereas the City of McOook Red Willow County Nebraska bj and through its duly authorized officers did on the fifteenth day of June 1908 pursuant to auth ority granted by chapter 14 of the Compiled Statutes of the State of Nebraska for the year 1907 hy an ordinance of the City of McCook passed by said Coun cil and approved by the Mayor of said city May 25th 190S and numbered 142 of the ordinances of said city and by a vote of twe tliirds of the legal votes of said Oity of McCook Nebraska cast for and against the proposition at an election duly held for that purpose in said city April 7th 190S issue eighty five thousand dollars in bonds known and des ignated as Water Bonds in denominations of five thousand dollars each numbered one to sev enteen inclusive numbers four teen to seventeen inclusive of which a total of twenty thous and dollars have been sold to the State of Nebraska at a price equivalent to five per cent inter est per annum to the expiration of optional period to wit Jun 15th 1913 and three of the re maining thirteen of which a to tal of fifteen thousand dollars have been paid with available funds of said city in accordance with a resolution passed and ap proved December 21st 1911 and all of which seventeen bonds havo been duly registered by the Auditor of the State of Nebras ka as liy law provided and being due June 15th 1928 payable af ter five years from date and drawing interest at the rate of six per cent per annum payable semi annually as evidenced by forty interest bearing coupons at tached to each bond and Whereas in addition to said twenty thousand dollars and after said payment of fifteen thousand dollars there remains unpaid of said Water Bonds so issued fifty thousand dollars and said city is authorized by law to tako up and pay off said bonds when- ever the same can be accomplish ed iby lawful means by the issuq and sale or the issue and ex change therefor of the bonds of said city such refunding bonds not to exceed the amount lawfully owing and unpaid upon the bond or bonds so sought to be taken u and paid and bearing interest at arate and amount per annum not greater than that of the bonds so sought to be taken up audi paid and said outstanding un paid water bonds in the aggre gate amount of fifty thousand dollars may to the advantage of said city be taken up and paad with funds obtained by the issue and sale of said refunding bonds of said city or by the exchange therefor of said refunding bonds of sand city hereinafter describ ed and set forth and Whereas the Oity Council of said city has found and declared and it hereby finds aid declares that the best interests of the city demand that said Water Bonds in the aggregate amount of fifty thousand dollars should be re funded by being taken up and paid with funds obtained from the sale of said refunding bonds or be taken up and paid by the exchange therefor of said refund ing bonds and Wliereas there are no funds ollecited in any fund levied for the purpose of paying said Wat I er Bonds in the aggregate sum of fifty thousand dollars or in iicliciaj imy lei fund of said city with which said Water Bonds in the aggregate sum of fifty thousand dollars can be paid nor are there any sufficient levaes made or in process of collection out of which said ten Water Bonds may be paid and cancelled Therefore it is Resolved by the Mayor and Council of the of McCook Red Willow County Ne braska That said city by and through its Mayor Council and Olerk is sue one hundred coupon bonds of five hundred dollars each num bered from one to one hundred which bonds shall be known as the Refunding McCook Oity Water- Bonds in the sum of fif ty thousand dollars dated Janu ary loth 1912 bearing interest at the rate of five per cent inter est per annum payable semi-annually on the 15th day of July and the 15th day of January in each year and evidenced by cou pons attached to said bonds One twentieth of said bonds number ed one to five inclusive in the ag gregate sum of 2500 shall be ab solutely due and pajable on the 15th day of January 1913 and onentiwentieth of said bonds to wit five of said bonds in the or der of their regular consecutive J numbers and in the aggregate amount of 2500 shall be absolute ly due and payable on the 15th day of January of each and ev ery year thereafter until and in cluding the date when the five bonds numbered ninety six to one hundred inclusive shall become absolutely due and payable to wit the fifteenth day of January 1932 said bonds and interest and the coupons thereto attached t be payable at the banking house of Kountze Brothers in the oity iof New York U S A and with pi oceeds realized from sale of said refunding bonds take up and pay oil or make an exchange foi the said outstanding unpaid Water Bonds in the aggregate sum oi titty thousand dollars and in no event shall said re funding bonds be sold for less than par and that the proper ta levying authorities of the Oity of McCcok and Red Wallow couu ty Nebraska be and hereby are authorized and directed to levy and collect annually a general tiax im such amounts as will be sufficient for the payment of the principal and interest of said refunding bonds until fully paid in the same manner as other municipal taxes are levied and collected on all the taxable prop erty now witliin or that may in the future be wortUim the corpor ate limits of the Oity of McOook Red Willow County Nebraska such fund ito be knowm as the Refunding Water Bond Fund and to be used for no other- pur pose shall be affixed thereto Wherefore it is ordered that any tax payer of said city may file objections to the validity of said bonds or the proposed ac tion relating to the said refund ing on or before Saturday even ing January 13th 1912 at six oclock p m standard central time in the office of the Oity Olerk of said city in the regu lar place of meeting of said Oity Oouncil to wit in the Water Ccimmissioner s office in the base ment of the library building on the west half of block ten in the original town now city of Mc Cook Nebraska If no objec tions are filed at that time the Oity objections to such pro posed action by publishing a copy of rtliis resolution for two weeks in the McCook Tribune and the McCook Republican two legal newspapers printed and of general circulation in said city and by posting up a copy of said resolution on the door of said building in which such corporate authorities hold their stated meet ings Any and all resolutions and parts of resolutions in
