licensing of per J sons firms or corporations en gaged in the business of electric al -wiring or in installing electric al apparatus in the city of Me1 Cook and for the issuance of permits for installing electrical wires and electrical apparatus in said city prescribing a penalty for the violation of this ordinance and repealing all ordinances and parts of ordinances in conflict therewith Be it ordained by the Mayor and council of the City of Mc Cook Nebraska Section 1 The mayor with the consent of the the council may appoint an Electrical Inspector who shall hold office for the municipal year during which he shall have been appointed unless sooner removed by the mayor with the advice and consent of the council Section 2 The Electrical In spector shall have charge of the enforcement of the ordinances now in force or which may here after be passed pertaining to the inspection and installation of elec trical apparatus and wires and for the prevention of fires Section 3 Xo electrical current shall be used for light heat or power in this city until a certifi cate shall have been issued by the Electrical Inspector approv ing the same Section -A All electrical wires in buildings shall be so placed and arranged that if their insu lating covering becomes worn away or removed they will still be practically insulated Section o No alteration change or addition shall be made in such electrical apparatus or wires without first notifying the Elec trical Inspector and subjecting tlie same to inspection subject to the provisions of this chapter All wires to be hidden from view must be inspected before conceal ment and parties installing such wires must notify the Inspector giving him ample time to make such inspection Section 6 The Electrical In spector shall have the right and power and upon proper applica tion it shall be his duty to in spect all electrical wires and ap paratus of isolated plants or in or on any building in this city and lie shall make a general inspec tion to ascertain whether the reg ulations for the prevention of fire have been complied with and if any part of said electrical wires or apparatus shall be found unsafe or dangerous as to fire or if there is danger of fire from other causes he shall institute such proceedings as may be nec essary for the immediate abate ment of all such dangers or nuis ances and no person shall refuse or fail to allow such inspection Section 7 The term Electric or Electrical Wires as used in this ordinance shall be constru ed to mean wires that are arrang ed or placed in or on any build ing or supports and designed to lie used as conductors of elec tricity for any purpose but espec or power The term Electric or ially for producing light heat jElectrieal Apparatus as used in this chapter shall be construed to mean generators of electric currents electric motors and fix tures or devices designed to be used for convenience or protec tion against fire in connection with such generators electric motors electric wires lamps switches cut offs rheostats and other devices Section 8 The Electrical In spector shall make and keep a record of all such inspections herein mentioned giving location date name of party installing electrical apparatus or wires for whom installed giving a general description of such inspection and when this ordinance shall have been strictly complied with lie shall make and deliver to party requiring inspection a cer tificate of inspection giving lo cation date name of party instal ling electrical apparatus or wires and for whom installed The Electrical Inspector shall decide all the questions not provided for in this chapter pertaining to the installation of electrical apparat us and wires Section 9 An appeal maybe had from any order or decision of the Electrical Inspector to the Lighting Committee and a de cision of said committee shall be final and binding Section 10 Certificates of in spection shall be properly made or filled out by the Electrical In spector and then signed by the City Clerk The Electrical In- j spector shall then sign and de liver such certificates to the par- Jty for whom the inspection was made Section 11 The Electrical In spector shall give a bond in the penal sum of 50000 with good and sufficient sureties to be ap proved by the city clerk condi tioned for the faithful skillful and impartial performance of the duties of his office Section 12 Any person who violates or fails to comply with any of the provisions of this or dinance shall be deemed guilty of a misdemeanor and on convic tion thereof shall be fined not less than ten dollars or more than twenty five dollars and to a like penalty for each day during which he shall continue such vio lation Section 13 The Electrical In spector shall receive for compen sation for his services one dollar for each building inspected to be paid out of the light fund of the city treasury All electrical wiring and apparatus hereafter istalled shall be inspected by said inspector without waiting for instructions from the Mayor and City Council and whenever ordered by the Mayor or City Council he shall inspect any elec trical wiring or apparatus which has been installed previous to the passage of this ordinance Section 14 No person firm or corporation shall engage in the busines of electrical wiring or installing electrical apparatus in the city of McCook without first obtaining a license as provided by the terms of this ordinance Section 15 The applicant for a license shall pay into the city treasury a fee of one dollar and shall receive therefor a rdeoipt in duplicate He shall thereupon exeeuie to the City of McCook ar bond in Die sum of one thousand dollars with one or mo sure ties to be approved y the City conditioned to hold tire City of McCook and all persons and corporations therein harm- less by reason of any violation of this ordinance or by reason of any negligence or misconduct on the part of the person to whom the licnse shall be issued or onj the part of his agents or jployees such bond to be renew- ed by executing a neAV bond on the first day of May of each year uwunjijiug wiiu xne aioresaici pro visions of this section Section 16 On filing with the City Clerk such bond the treas urers duplicate receipt for the license fee and a certificate from the city Electrical Inspector or any special electrical inspector ap pointed by the mayor and city council that the person applying is a skilled electrician and is a suitable person to engage in such work the applicant shall be en titled to a license which shall re main in force until the first day of May following the date of the issuance thereof unless sooner re yoked Saeh license shall author ize the person to whom it is is sued to engage in any one or more of the occupations mention ed in the foregoing sections of this ordinance Section 17 It shall be unlawful for any person whether licensed as provided by the provisions of this ordinance or not to install alter change or add to any elec trical apparatus or wires in the City of McCook or to connect any electrical wiring or apparatu in any dwelling business house or other structure in said city with any electrical current in said city without a written per mit from the electrical inspector who has been employed for that purpose by the mayor and city council When any such permit has been issued it must be kept on the ground where any such work is carried on and exhibit ed to any policeman or other city officer on demand Section IS Any and all ordi nances and parts of ordinances in conflict herewith are hereby re pealed Section 19 This ordinance shall take effect from and after its adoption approval and publi cation according to law Passed and Cause of Inefficiency Course at School Covers Three Months In nearly every city of nny size one of the terrors is the new policeman The newspapers frequently record misdeeds Indiscriminate use of weaj ons officiousness and even crimes have been charged against him The city of Chicago has undertaken to supply the remedy and has established a school of instruction for probationary policemen No effort is made to give the new men a general education The school deals solely with the duties of the po liceman He is Instructed on the fol lowing subjects Rules and regulations of the depart ment city ordinances and criminal law First aid to the injured and enforce ment of the sanitary regulations The conduct of police cpurt business through the actual operation of a mock court The preparation of evidence In crim inal cases by an assistant corporation counsel Practical police work and special po lice duty such as suppression of gam bling traffic regulation detective work and identification by officers specially qualified Use of the revolver by trained ex perts Drill and setting up exercise by the drillmaster of the department For one month the new policemen do not leave the school The second month of their service they are placed for one week on traffic duty in the downtown district and the otlicr three weeks on special assignments in other precincts During this second month they report at the school every Satur day submitting written reports of their police duty and receiving additional in structions Keep In Touch With School The third month of their service the new policemen do not report directly to the school but they are obliged to make weekly reports on their police duty and where they fail to accom plish results they are seut back to the school for additional instructions Ihe school is managed entirely by members of the police department of the city of Chicago and the new offi cers are available for duty at any time they are needed A sample days program of the work of the school gives an idea of what the new policemen are taught It is as follows 8 a m Roll call S a m to 930 a m Setting up exerclsa and drill 930 a m to 10 a m Instructions on rules and regulations and correspondence 10 a m to 11 a m Instructions on city ordinances on explosives fireworks and throwing missiles 11 a m to 12 noon Instructions on crimes murder and manslaughter Noon to 1 p m Luncheon 1 p m to 2 p m Instruction on traffic rules 2 p m to 3 p m Instructions on tha city ordinances on pool selling and book making 3 p m to 330 p m Study 330 p m to 430 p m Instruction on preparation of evidence 430 p m to 530 p m Revolver prac tice Subjects Vary by Days The subjects on which instructions are given vary from day to day but the program is so arranged that of the 170 hours the new policemen pass at the school thirty are devoted to the study of the rules and regulations of the department thirty to that of the city ordinances thirty to that of the criminal law thirty to drill and setting up exercise eight to revolver practice eight to traffic regulation four to in struction in first aid to the injured and the enforcement of the sanitary regula tions sixteeu in general study eight in attendance at court and six in mis cellaneous work Saturdays are devoted entirely to drill instruction in practical police work and review and examination All through their course at the school the new policemen are marked on all their work and if they fail to attain the proper degree of efficiency they are dropped from the force UNIQUE ACCIDENT Boys Chest Penetrated by Needle While Playing Baseball Sliding to second In an effort to beat the catchers throw William Jung fleisch fifteen years old of Philadel phia collided with the second base man in a ball game and in the mix up pierced himself just below the heart with a large sallmakers needle which he was carrying In his pocket The needle penetrated the boys chest for nearly two inches missing the heart only by a fraction of an inen With part of the long needle still pro truding from his breast he was taken to a hospital where an operation was found to be necessary before It could be removed After the needle
