Democrats Do Czar Act
Washington June 2 Special Con advance on the old republican
tending that the present democratic
caucus methods are little if any bet
ter than the old republican autocratic
methods Representative Norris of
Nebraska today denounced the means
employed by the democrats of the
house to secure a duty on raw -wool
Mr Norris is strenuously opposed
to secret caucuses and thinks that
the latest example only goes to
prove that the obnoxious power of
the preceding republican speaker has
been transferred with little change
to the chairman of the majority ways
and means committee Objection on
the part of Mr Underwood alone kept
Mr Norris from saying on the floor
today what he says in the State
Journal through these dispatches
Secret caucuses said Mr Nor
ris are a menace to our free insti
tutions Every member of the house
is sent here by the public to tran
sact the publics business and any
secrecy in the transaction of that
business appeals to me as odious and
menacing to legislative action Must
the country be forced to accept leg
islation that has been cooked up by
the few leaders who control the par
ty caucuses This is little if any

eys in the district filed his applica
tion last week for the nomination on
the republican ticket for judge of
the Fourteenth judicial district

C E Eldred who has announced
his candidacy for the district judg
ship of the Fourteenth Judicial Dist
rict is pre eminently qualified both
by temperament and training for the
duties of the office he seeks For
the last twenty years he has been
actively engaged in the practice of
Ills profession not only in South
western Nebraska but in Northwest
ern Kansas and Eastern Colorado as
well He served three terms as may
or of McCook a thankless profitless
office but one involving great respon
sibility and one that only a man
who has at heart the welfare of the
community in which he lives will as
sume He was appointed to fill out
an unexpired term as county judge
and then became county attorney of
Red Willow county an office to which
he was elected for a second term
but refused a third nomination In
every one of these positions he has
made good His tenure of these of
fices will show the esteem in which
he is held by the people who knew
him best and should be sufficient
recommendation of his fitness as a
man for the responsible position of

appoints committees and consequently
its chairman and his friends do the

It ought not to be so and it is
my intention to fight such procedure
at every turn All bills should be
presented to the house for its free
and unshackled deliberation and all
legislating should be done in the
house and not in a secret caucus
controlled by one or two men The
action taken by the democrats yester
day does not give any idea of the
real democratic sentiment in the con
gress but it does show how Mr Un
derwood and Mr Clark are going to
force a protection on wool down the
throats of the American people I do
not say that the bill is right or
wrong but I do claim emphatically
that the means used for carrying out
this legislation is contrary to all our
principles of freedom of thought and
action Such a system is a menace
to our free institutions Lincoln

A Mortgage of 600000000
New York June 1 The announce
ment of James J Hill of the execu
tion of a mortgage of 600000000 by
the Great Northern Railway company
was followed by the news today that
the Great Northern has sold to the
First National Bank of New York 520
000000 44 per cent fifty year bonds
secured under its mortgage
It is stated proceeds will be used
for general corporate purposes which
include improvements and extensions
on the Great Northern under way at
present or already planned
It also was made known here to
day that the Bankers Trust company
New York is the trustee under the
600000000 mortgage which is the
largest corporate mortgage on record
The financial community accepts
the mortgage on the Hill system as
a precautionary measure more than
anything else It is also disposed to
associate the proposed acquisition of
the Chicago Burlington Quincy by
the Great Northern as a direct result
of the recent Standard Oil and To
bacco decisions since it is generally
recognized that the Northern Pacific
and the Burlington are in a sense
competing lines
Local representatives of the Hill
roads declined to discuss the matter
today but it is known that the mort
gage will take care primarily of the
Chicago Burlington and Quincy 4
per cent bonds amounting to 222

Condition Still Serious
Sidney Dodges condition is still
serious There seemed to be a lit
tle change for the better Sunday eve
ning but he suffers most of the time
when not under the influence of med
icine and has been unconscious for
over a week His son Arthur who
lives at Winnipeg Manitoba was
telegraphed for last Saturday but
word was received in reply that he
had met with a serious accident
just before which made it impossible
for him to come He had tried to
slack some lime in a large cream can
when an explosion occurred which
threw the lime all over his face and
hands It is as yet uncertain as to
whether he will regain his eyesight

most important office to be filled
at the election this fall is that of
district judge The announcement of
Mr C E Eldreds candidacy ap
peared in the last issue of this pa
per Mr Eldred who is well known
to our people has lived in this part
of the state for more than twenty
years and during that time he has
filled a number of offices in the
city and county of which he is a resi
dent with credit to himself and with
entire satisfaction to the people he
served As a lawyer he is well read
and his judgment is deferred to by
those who know him best because he
is one who is known to be sure He
is always certain of every step be
fore he takes it He has been a
successful practitioner and he has
the qualities that will make of him
