THE GULF STREAM
No Material Chango In Its Course In
Modern Times
Much has been said in recent years
in regard to the changing route ol the
gulf stream Indeed the character of
this steady consistent and unswerving
body was getting so maligned that the
government looked into the matter
with the result that this mysterious
current of the ocean was entirely vin
dicated Experts declare that there is
no change in the course nor has there
been for many years
No other physical feature of the
ocean is subject to more persistent
misinterpretation than is the gulf
stream All vagaries of climate are
laid to its charge It is a pet theory
of many that the temperature of Eu
rope is greatly affected by it but this
idea is held by high authorities to be
erroneous It is not as extensive as is
commonly thought Practically start
ing at the Florida strait where its
volume is made up by the union of
currents it ceases to be a true cur
rent by the time it reaches the south
ern limit of the Grand banks where it
becomes surface drift governed by the
winds
The government experts aver that
there has been absolutely no material
change in the gulf streams course in
modern times New York Press

Young Eagles
An eagle lives from 80 to 1G0
years The young birds are driven
forth by their savage parents to pro
vide for themselves as soon as they are
able to fly No training is given them
by the old bird That is left to their
wild instincts which hunger and ne
cessity develop There is no going
back to the old home for the young
eagles The mother bird tears up ev
ery vestige of the nest and if they
emit plaintive shrieks the old birds
dart at them and push them off the
crags or rocks and thereby make them
take to their wings It takes three
years for a young eagle to gain its
complete plumage and strength

THE OLLIS BILL
Omaha Neb March 22 1911
Eitor Tribune
Dear Sir I am calling to your per-
sonal attention aBill now pending in I
the Nebraska legislature that con-
cerns you and every one of your read
ers and for this reason I hope that
you will give this matter your wor 1
thy attention and such publicity in the
columns of your paper as in your
judgment it deserves If you think
the resume of the Bill as given in
this letter adequately covers the con-
tents of the measure you may publish
all or as much of the review as you i
think desirable
A number of articles hav eappear
ed in various Nebraska papers regard
ing Senate File 86 introduced by Sen
ator Ollis which is intended to re
ulate the operations of telephone com
panies in this state but I am cer
tain that the real intent of the bill
has been generally overlooked j
There is now no specific statute in
this state which permits telephone
companies to mortgage sell or lease
their property and some persons have
contended that a telephone company
being a public service corporation
has no right to dispose of its proper
ty without specific legislative auth
ority Section 1 of the afore-mentioned
Bill provides that a telephone com
pany may sell and mortgage its prop
erty but applies only to the sale of
telephone property to non-competitors
Section 2 of the Bill provides that
telephone companies may issue bonds
and secure the same by deeds of
trust or mortgages covering the prop
erty of the telephone company and
including the property thereafter ac
quired as well as the property owned
at the time of the execution of the
mortgage Without specific statutory
authority a mortgtage executed by a
telephone company would not include
extentions mAde to the plant and prop
arty acquired after the execution ot
the mortgage
Section 3 of the Bill being one of
the sections added by the amendment
proposed by the House committee
permits two telephone exchanges lo
cated in th esame town to connect
and interchange businsse with each
other Many of the Independent tel
ephone companies have contended
that under the present law two com
ting exchanges could not inter
change business with each other and
the purpose of this section is to al
low such exchanges to connect with
each other
In other words the Bill is a per
missive physical connection law with
the added safeguard that the contract
entered into by the exchange for the
interchange of business must receive
the approval of the State Railway
Commission
Section 4 of the Bill permits the
consolidation of two telephone ex
changes located in the same town
thus doing away with the dual tele
phone nuisance This can be accom
plished after two thirds of the stock
holders of each company have adopt
ed an agreement to combine and
after such agreement has received the
approval of the State Railway Com
mission
Likewise a proviso is added to this
section which requires the State Rail
way Commission to fix the rates to
be charged by the combined exchange
and thereafter no change can be mad
in the rates except by the consent
and with the approval of the said
Railway commission
If this bill becomes a law the tel
ephone companies of this State will
be given the opportunity of combining
two exchanges located in the same
town thus doing away with the ne
cessity of two telephones and thare
by improving and extending the ser
vice The public would then be re
lieved of the intolerable nuisance cam
eu by a dual telephone system The
price paid for one telephone would
then give every subscriber the op
portunity of reaching every telephone
usr in his town or in neighboring
i owns
Under the provisions of the Bill
the public cannot be charged exor
bitant rates as some have contend
ed for any consolidation must under
the provisions of the bill receive the
approval of the State Railway Com
mission and the rates to he charged
must be fixed at the time of the con
solidation
Trusting that you will give this
matter such publicity in your paper
as you feel that it warrants I am
Yours very truly
