    McCOOKS FEDERAL BUILDING
Will Not be Delayed Longer Than the Situation in
the Treasury Department Requires
THE CONTRACTING FOR THE
BUILDING DULY AUTHORIZED
And the Structure Will Come on in Regular Although the Appro
priation Will Not be Made Until Next Congress Which Will
be in Ample Time to Finance Same
For some reason not clear to us
there are persons locally and else
where who misconstrue the action
of congress respecting the public
Suildings ind sites bill a measure in
MoCook is interested to the
aooent of 9500000
The tacts are that the bill does not
appropriate the money for any of
the buildings sites or improvements
or additions but it does authorize
the expenditure of the money
The bill provides in the following
language
An act to increase the limit of
cost of certain public buildings to
authorize the enlargement extension
xtemodeling or improvement of cer
tiin public buildings to authorize the
erection and completion of public
buildings to authorize the purchase
of sites for public buildings and
Sir other purposes
Be it enacted by the senate and
it use of representatives of the
United States oi America in congress

sxry of the treasury ct the United
States to give effect to and execute
ifs provision of existing legislation
authorizing the acquisition of land
for sites or the enlargement there
of and x the erection enlargement
tension remodeling or repair of
public buildings in the several cit

follows and the secretary of the
treasury is hereby authorized to
ENTER INTO CONTRACTS FOR
THE COMPLETION of each of said
buildings within its respective limit
o cost including site
Then follows list of cities
Section 3 That the secretary of
the treasury be and he is hereby au
thorized and directed to contract for
the erection and completion of a
suitable building including fire proof
vaults heating and ventilating ap
paratus and approaches complete
for the use and accommodation of
the United States postoffice and
other governmental offices upon
ground now owned by the United
States or authorized to be acquired ia
each of the following cities re
spectively within its respective li
mit of cost hereby fixed
Then follows another list of cities
among them being McCook
United States post office and court
house at McCook Nebraska ninety-five
thousand dollars
The Tribune clearly takes it to
mean that the building will be con
tracted for in due course of proced
ure as the department reaches Mc
Cook in turn but that the appro
priation will not be made for the
money until next session of congress
which however will be in ample
time to meet the requirements of the
building

The fight for the seat in congress
from the Ninth Illinois district which
Is in Chicugo bids fair to be one of
the most spectacular of the many
combats planned by the administra
tion and insurgent factions of the
Republicans for the coming fall elec
tions The target of the latter element
Is the present incumbent Henry Sher
man Boutell now serving his seventh
term in the lower house and known
the nation over as a wheelhorse of the
party
The primaries held under state su
pervision will decide his fate and a
determined opposition has crystallized
since the defeat of Speaker Cannon of
whom he is a stanch supporter A
victory in the primaries will be hard
won but the fight will have just begun

for him as Colonel James Hamilton
Lewis noted the country over for his
eloquence and whiskers will probably
be his Democratic opponent
Colonel Lewis first attained fame
when a congressman from Washing
ton while practicing law in Seattle
Since then he has been corporation
counsel of Chicago and made former
Vice President Adlai E Stevenson
know he had been in a race in the
Illinois gubernatorial primaries of 190S
Jim Ham as he Is popularly known
is a lawyer of ability and a favorite
subject for cartoonists his penchant
for stylishly cut clothes to harmonize
with his auburn whiskers making him
easy prey These characteristics led
a playwright to incorporate him in a
musical comedy deceased to which
the colonel modestly admitted he
could not object being something of
a public character
In a recent speech before the Illinois
Press association Colonel Lewis said
the abstract right or wrong to so
ciety at large is lost to all considera
tion in the mad strife to govern our
country in groups by specially direct
ed laws and blamed Roosevelt and
Bryan saying
If I am correct in my fear of the
surrounding danger I must charge
much of its existence to Editor Bryan
j of the Commoner and Editor Roosevelt
of the Outlook each of whom in his
sincere desire to promote a reform in
the injustice of local institutions has
inaugurated in his political following
a greater danger in the spirit of leg
islation against a neighbor or opponent
for retaliation or vengeance
