Smith Davis Superintendent of Scientific Temper ance Instruction for the Worlds and National W C T U That total abstinence rests upon an absolutely scientific basis is a fact that needs to be emphasized in every possible way in the present day temperance agi tation Sir Victor Horsley not long ago publicly said From the scientific stand point total abstinence must be the course if we are to follow the plain teaching of truth and common sense Ourinternational Congress which was held last July in London is no longer denominated The International Con gress Against the Abuse of Alcohol but is now The International Congress Against the Use of Alcohol for as Dr Koppa so tersely said The abuse of alcohol commenses with its use What then are the scientific truths respecting alcohol which we deem fun damental in reaching the conclusion that we must have total abstinence First that alcohol is a narcotic drug and poisonous in its action Alcohol is usually classified by pharmacologists with such narcotics as chloroform and ether for it ha3 a two fold action 1 temporarily exhilarant 2 depressant But as the depressant action of alcohol is much longer continued than the ex hilarant it is rightly termed a narcotic In all its forms it acts as a depressant on normal activities That alcohol is a poison is not a new scientific discovery for as far back as the golden age of Greece we read in Xenophons Memorabilia Temper ance means first moderation in health ful indulgence and secondly absti nence from things dangerous as the use of intoxicating wines And even Homer wrote Inflaming winepernicious to mankind Unnerves the limbs and dulls the noble mind Dr David Starr Jordan of Leland Stanford Jr University says The basis of intemperance isthe effort to se cure through drugs the feeling of happi ness when happiness does not exist Men destroy their nervous system for the tingling pleasures they feel as its structures are torn apart The evil in drink is not primarily
