is one of tho most significant of recent legal decisions Journal Railroads both east and west have united in the determination to fight the interstate commerce commissions order compelling them to reduce the rate on hay The case which will probably be heard by tho courts in Cleveland will be important because it will test the right of the commission under the Elkins law to raise or lower which is now a law and which will take effect on the first of next October Tho bill when it reached the governors hands wns carefully compared to see that no trickery had been employed after its passage and the next day the governor attached his signature The governor believes that under the pro visions of tho now bill the total valua tion of the state will reach 300000000 at the one fifth valuation as compared with the 180000000 under the old law If this is the case it will necessitate much lower levies all along the lino Some are more conservative in their figures than the governor but none are lower than 300000000 The house came to a happy conclusion on the vexed question of sugar bounty claims After a long discussion as to whether or not the claims ought to be paid an agreement was reached to confer jurisdiction on tho district court to try the case on its merits In case the sugar people prove the justice of their claim and the court renders judgment against the state the next legislature will have nothing to do but pay the judgment the matter being thus divested of all political features Tho amount of the claim as presented to the legislature was about 47000 One of tho bills which went to its deatn a few days before the close was the Burgess printing bill The bills to cut down tho rates of legal printing and publication of constitutional amend ments which easily went through tho house were also rejected by the senate in which body the country publishers seemed to have the stronger friends These are some of the interesting bills which have passed up to this date H R 18 providing a seal for county treas urers II R 70 the Ramsey elevator bill H R 100 appropriating S12000 for the establishments of five junior normal schools H R 136 providing a rate of 2 per cent for the deposit of county money and permitting the deposit out side the county where local banks refuse to pay intorest H R 166 repealing the wolf bounty law H R 167 asking con gress to pass a law calling for direct vote in the election of U S senators II R 344 the general revenue bill S F 35 reducing the property qualification of recognized normal schools to S50000 S F 69 for the destruction of prairie dogs S F 127 asking congress to op pose the Dietrich land leasing bill Up to Saturday the two houses had passed 54 bills Of these tho governor vetoed three In the senate there was considerable discussion over the claims bill The house had been prodigal in the allow ance of claims many having got through that were gray with age The claims committee of the senate made up from among tho most careful businessmen of thatbody rejected all doubtful claims and in nearly every instance the senate uphold the recommendation of this com mittee The appropriations for the sal aries of public officers and the main tenance of public institutions were also carefully pruned down by the standing committee of the senate and their work met with general approval in the upper house At this writing the conference committees have not met but it is the general belief that when they have com pleted their work the appropriations will all be within reasonable limits It is noticeable that in all discussions and votes on the question of paying out public money the fusionists advocate the most lavish expenditures This is in committee of the whole where no written reord is made of the vote It is according to the fusion program that the legislature shall make as extrav agant appropriations as possible in or der that the figures may be criticised in the coming campaign A disordered
