The pn3t week has been a busy ono
with the legislature in spito of tho fact
that tho new revenue bill has not come
up for regular diseusion Pending tho
printing of tho bill which is a long job
ono of tho typewritten copies was turned
over to tho regular rovenuo committee
of tho house for consideration Tho
printed bills being now ready a lively
discussion on tho floor of tho honso is
oxpeoted this week
Up to the present time tho principal
objection to tho terms of tho now bill
cornea from stock feeders who want the
property ownership date changed from
Feb 1 to March 1 frankly acknowledg
ing that tho early date will catch them
before they have disposed of a consider
able part of their property There is
also some little objection to the assessor
system and one or two members favor
tho election of tho deputy assessors
Some members of tho regular revenue
committee suggest that tho county asses
sor should be permitted to appoint tho
deputies without the confirmation of the
county commissioners It is generally
believed however that the bill if it is
passed will be in practically its original
form
Tho telophono hearings and investiga
tions have been continued during the
week but it is hard to tell what real
progress has been made The bill per
mitting independent companies to es
tablish toll stations in the largo cities
has at last reached the general file and
will soon come up for discussion in com
mittee of the whole
Tho agitation over the elevator bills
has quited down after the hearings be
fore the committee and tho bill has
gone to the general file with an amend
ment added by the standing committee
that the new elevators must have cost
at least 3000 before they can compel
the building of a side track Both sides
seem to be well fairly satisfied with this
compromise
There has been some discussion dur
ing the week over tho Burgess printing
bill and a number of publishers of coun
ty newspapers have been in to protest
against it Their argument is that it is
not in the interest of the country print
ers but on the contrary would do them
harm The hearings have brought out
the fact that there is some spito work
between city printers involved in the
movement to pass the bill
There are now three bills in for the re
duction in tho number of judicial dis
tricts differing slightly in tho make up
of some of the districts The intention
of each is to cut down tho expense in
this department by lopping off a num
ber of judges and reporters
A bill is in the senate for the appoint
ment of a state accountant at a salary
of 2000 a year whose duty it will be to
oversee the systems of book keeping in
the various state departments and insti
tutions and provide for uniformity
Heretofore there has been an entire lack
of system in some of the institutions
and without doubt the state has lost
much money because of lax methods
Another senate bill is No 203 requir
ing school officers to file an estimate of
expenses for the coming year and mak
ing it illegal to use money for purposes
other than used in the estimate The
bill is calculated to stop extravagance
and misappropriation of funds
The inevitable joint resolution asking
for the dismissal of the suits against the
Bartley bondsmen has been presented
and without doubt will provoke much
discussion The bondsmen agree to pay
the cost of suit if they are released from
paying the judgments Such a release
would enable those of them who have
their property covered up to begin to
operate again in their own names

How does one become a liar that is
to say how does the child discover a
lie and habitually make use of it
We can admit that at the beginning
there is absolute sincerity The child
through all its first years neither lies
nor dissimulates Its sentiments its
desires translate themselves into words
and Into acts Its body is the constant
and perfect expression of its inmost
being Such is the starting point sin
cerity absolute transparency
There is a multitude of little lies
tolerated which Ave treat as pardon
able We tell the domestic to say we
are not at home when we are we com
pliment people to their faces and crit
icise them when they are gone we say
we are happy to see some one and di
rectly after speak of having been an
noyed No more is necessary The ex
ample has been given
We lie to the child himself We are
pressed by his many embarrassing
questions and in order to free ourselves
from the embarrassment reply with
what is frequently a falsehood Some
fine day he discovers the truth and the
evil is done The gravest case is when
the child is taken as an accomplice In a
lie or when his mother tells him
Above all do not tell this to your
papa This is the ruin of all morality
The third stage is the first encounter
of the child with society the first
shock with social life The child who
tells all he knows sees and bears all
that he would better have left unsaid
is called the enfant terrible His
parents do not tell him to lie but they
tell him it is not necessary to tell all
he thinks This is extremely serious
as it teaches the child that he cannot
show himself as he is This is the
revelation of the lie obligatory Above
all among his comrades he quickly
learns to dissimulate because if he is
naive expresses all his joys pains de
siresthey make sport of him nay
worse they abuse his confidence the
hopes projects which he has confided
to them he some day sees used against
him
Thus the impossibility of living with
out lying is revealed to him Society
excuses certain forms of lying which
are inspired by a feeling of politeness
modesty shame
The child becomes a liar because all
the world about him lies The distinc
tion between the liar and the man of
sincerity is only relative There are in
reality only two categories those who
content themselves with the lies exact
ed by social life and those who have
habituated themselves to lying more
than society wishes to lie because of
some personal interest
An important cause in the develop
ment of lying in children is the em
ployment of excessive and ill advised
punishments The child who becomes
a liar is the one who lives in perpetual
terror of reproaches humiliation or
strokes The lie for him is a supreme
