STARR , McCooK Commissioner 3d district..STEPHEN BOLLES IT has been decided to reduce the number of the First and Third Nebraska regiments to the minu- nium. This will let 600 men from these two regiments out of the ser vice. Both regiments , however , will remain in the army. A MAN who does not fight from ambush but in the open and day light , a lawyer of recognized abil ity all over this section of the state , a citizen devoid of cant and hypocrisy , a Republican without guile , a citizen who seeks the bes interests of the whole people o the county and who disdains to at tempt even to array section ngaius section in this county , W. R. Stari. stands before the people of Rec Willow county as the incomparable candidate among those in the fielc for the position of county attorney. His election is properly but a ques tion of majority. Let us make il practically unanimous. A MASS convention of the retail merchants of Nebraska will be held in Omaha , October 20th , convening at 2 p. m. , for the purpose of in augurating a campaign to secure legislation , this coming winter , that will recognize the rights and protect the interests of the retail merchants of the state. The questions of better collection laws , the suppression of false ad vertising , prohibition of child labor in factories and stores , restraining catalogue houses and department stores from further encroaching upon the legitimate single-line dealers , and such other questions as affect the retail merchants of this state will be considered as submitted. A banquet will be tendered visiting merchants at the Commercial Club. A SOLID support by the Repub licans of Red Willow county will pull Dr. J. E. Hathorn out a win ner in the coining election over the allied forces of the opposition. The doctor is in the vigor of middle : dle life , with a splendid equipment : for the important position he has been named to occupy in the coun cils of the state. He is alert and virile. Red Willow county is clearly Republican aad should have a Republican representative in the next session of the Nebraska legislature. The postoffice department of the United States government has re cently adopted two measures which may lead to the establishment of a postal savings bank. Postmasters have been authorized to issue money orders payable at the office of issue and they have also been empowered to pay pension checks It probably will be found tha these two departures will prove that there is a demand for a branch of the national postoffice , which wil enable the people to put theii money in the hands of the govern ment for safe keeping and to util ize the postoffice machinery more fully than at present for the trans fer of funds. There is a growing and urgeul need either for less or for more banking facilities by the govern ment and a postal savings bank probably offers the best solution oJ some of the problems which con front the Treasury department. At present there is a great surplus of cash in the treasury which oughl to be available for general use in business and the only way it can be put in circulation is by deposit ing in national banks , with govern ment bonds for security. If the country had a postal savings bank the surplus funds of the treasury could be invested , through the bank , in government bonds and other high grade securities and thus be made a source of profit to the treasury and at the same time keep in active use. A few years ago the nation had to borrow money to pay current expenses. With a postal savings the treasury department could bor row the people's money , in times of need , on short term treasury notes. Thus , whether there is a surplus or a deficit in the reve nues , the national treasury would always have at hand the facilities for meeting all emergencies and For doing business with the least possible disturbance of private fi nances , and on the most economic al plan that could be devised. To provide for the use of the treasury surplus , as well as to en able the government to obtain tunds readily whenever its reven ues do not equal its expenses , would necessitate a broadening Dut of the postal savings bank be yond the bonds which ordiuarih imit the operations of such a sys- ; em , but it seems to be desirable ; o do that. Government revenues ivill fluctuate a great deal during she next few years , owing to the ransaction which is going on in he taxing system , and a postal savings bank , devised on a propei Dlan would be the best means of iffording the government an easy ) vay to provide variations in its evenue , with the least possible ef- 1 : ect on the money market. The need of a postal savings o > mnk as an aid to the operations of he national treasury , is unques- ioned , but there is some doubt in he minds of eminent financial au- horities as to whether there is e uy real demand for a postal sav- , , ugs bank in a country with such ornplete and extensive banking ti acilities as exist in the United States.
