These doors are necessary in the box cars to prevent the grain from spilling out. This is the first time in three years when it has been necessary to provide these doors , and is a straw which shows which way the wind is blowing. It means that the roads realize that the box cars are going to be at a premium , and that every car will be loaded to its full capacity.
