BOYD has been deprived of the office of Governor of Nebraska. . . . . He is "a plain , blunt man , " and frankly told the members of the State Irrigation Convention that he was op posed to any attempt to reclaim the arid region and preferred the cowboy to the homesteader. He need therefore expect to see no tears dripping from the irrigation ditches of western Nebraska on his account. Irrigation Age. THE Burwell water power and irri gation company has filed articles of in corporation with the secretary of state. The incorporators are Thomas H. Doran - ran , S. L. Reasoner , Frank A. Web ster and A. Mitchell. The capital stock is $25,000. The company's pur pose is to construct a water power for manufacturing enterprises , and a canal for irrigating farms in Rockford pre cinct , Greeley county. IT is a common error in politics to confound means with ends. Constitu tions , charters , petitions of right , dec larations of rights , representative assem blies , electoral colleges , are not good government ; nor do they , even when most elaborately constructed , necessari ly produce good government. Electors meet in vain where want makes them the slave of their landlord , or where superstition makes them the slaves of the priest. Representative assemblies sit in vain unless they have at their command , in the last resort , the physical power which is necessary to make their deliberations free and their , votes effectual.
