PO It ordained by the Major and Council of
the City of McCoult.
SECTION 1. It shall be the duty ofthuclty
council upon u petition being presented to
them signed by u majority of the resident lot
owners on any block or blocks in the city of
McCook , praying for the construction of a
sidewalk ou the street in front of their said
lots , to order by resolution that said sidewalk
be constructed , provided , however , that no
one shall lie considered a legal petitioner un
less the sidewalk so to be constructed shall
extend along and abut the lot of the party
signing said petition.
SKCTION 2. Ever ? such resolution shall
epeclty the width of tbo side walk required and
the kino and the dimcusioiiB of the material
to bo used in the construction thereot , and
shall require each of suid lot owners to con
struct such sidewalk in front of his or her lot
within 30 days from the publication of said
resolution , which shall be published in one
issue of a paper published in and of general
circulation In said city.
SECTIONS , ftlo sidewalk shall be less than
four (4) ( feet , in width ou residence streets and
not less than two inches thick ; not less than
ten feet lu width and of material not less than
two inches thick on all business streets.
SECTION 4. Whenever any sidewalk In said
city shall be out of repair thu city council may
by resolution order the same repaired and
every such resolution shall bo published as
provided iu section 2 of this ordinance.
SECTION 5. Such publication shall be held
to be sufficient notice to the owners of lots so
located to build or repair such sidewalks as
the case may be in accordance with the terms
of such resolution withiu 30 days from the
publication of such resolution.
SECTION C. Should the owners of lots abut
ting on streets on which sidewalks may have
been so ordered neglect or refuse for thirty
days after such publication to build or to re-
puirsucli sidewalks the city council may enter
into contract and cause such sidewalks to be
built or repaired.
SECTION ? . The city council shall have
power to levy special assessments against the
lot or lots abutting which said sidewalk is
constructed or repaired when so constructed
and repaired by the city of McCook in the
manner hereinbefore provided. Such as
sessments shall be known as "Special assess
ments for improvements" and shall be made ,
levied and collected in tbo manner following ,
to-wit : First : Such assessments shall be
made by the council of the city of McCook at
a special meeting by a resolution Axing the
value of such lot assessed , taking into ac
count the benelits derived or injuries sus
tained in consequence of such contemplated
assessments and the amounts charged against
the same.which with the vote thereon by yeas
and nays sball be spread at length upon the
minutes. Notice of the time of holding such
meeting and the purpose for whfbh in is to
be held shall be published in some newspaper ,
published or of general circulation in said city
of McCook at least four weeks before the same
shall be held or iu lieu thereof personal ser
vice may be had upon persons owning or oc
cupying the property to be assessed.
SECTIONS. All such assessments shall be
levied and collected as a special tax in addi
tion to the taxes for general revenue pur
poses , to be placed on the tax roll for collec
tion , subject to the same penalties and col
lected in like manner as other city taxes.
SECTION 9. All ordinances and parts of or
dinances inconsistent with this ordinance are
hereby repealed.
SECTION 10. This ordinance shall take ef
fect and be in force from and alter its pas
sage and publication as required by law.

FAIR NOTES.
Mr. Carson says that he will have some veg
etables for the fair.
Mr. Marsh expects to attend the fair with
some fine onions and other vegetables.
Who will take the premium on the best dis
play of native and tame grasses ? See prem
ium list.
' The vice president says he has some of as
fine corn as ho ever raised in the county to
exhibit at the fair.
Mr. Wright says he has corn ten feet high
and cane nine and a lot of vegetables and ex
pects to be ou hand at the fair.
A farmer frojm Iowa writes : "I expect to at
tend your fair. " Farmers , look overyour truck
patch and select something for the fair.
Farmers , don't let the county-seat fight and
"pollyticks" absorb all your attention but talk
and work for the success of the fair. A large
exhibit of farm produce at the fair this fall
means much more for the county than many
are aware of. A report of the fair will be pub
lished in Lincoln , DesMoines and Chicago.
The report of our last fair , published in the
Nebraska farmer , is what attracted the atten
tion of Mr. Stewart of Pennsylvania , the pur
chaser of the Burtless ranch , who has spent
about 512,000 here. This year of all others is
the time to make a good display of the various
products of the farm and it can be done too.
We feel quite sure the business men of the
county wish the fair a success and if there
is one that don't we bid them "God speed" in
getting out of the country.

"Section 2 : The supreme court shall consist
of five (5) ( ) judges , a majority of whom shall bo
necessary to form a quorum or to pronounce
a decision It shall have original jurisdiction

inafter provided , shall be for a period of five

Section 3 : That section five (5) ( ) of article six
(6) ( ) of the constitution of thestatoof Nebraska ,
bo amended so as to read as follows :
Section 5 : "At the first general election to
be held in the year 1891 , and after the adoption
of this amendment to the constitution , there
shall be elected three (3) ( ) judges of the supreme
court , one of whom shall bo elected for the
term of one (1) ) year , one forthe term of three
(3) ( ) years and one for the term of five (5) ( ) years ,
and at each general election thereafter there
shall bo elected one judge of the supreme
court for the term of five (5) ) years. Provided ,
that the judges of the supreme court whose
terms have not expired at the time of holding
the general election of 1891. shall continue to
hold their office for the remainder of the term
for which they were respectively elected un
der the present constitution. "
Section 4 : That each person voting in favor
of this amendment shall have written or print
ed upon his ballot the following :
"For the proposed amendment to the consti
tution relating to the number of supreme
judges. "
Therefore. I. John M. Thayer , Governor of
the state of Nebraska do hereby give notice
in accordance with section one (1 ; article fif
teen (15) ( ) , of the constitution , and the provis
ions of the act entitled "An act to provide the
manner of proposing all amendments to the
constitution and submitting the same to the

ment to the constitution of said state , and
that said amendment shall read as follows ,
to-wit :
Section 1 : That at the general election to be
held on the Tuesday succeeding the first Mon
day of November , A. D. 1890. there shall be
submitted to the electors of this state for ap
proval or rejection an amendment to the con
stitution of this state in words as follows :
"The manufacture , sale and keeping for sale
ot intoxicating liquors as a coverage are lor-
ever prohibited in this state , and the legisla
ture shall provide by law for the enforcement
of this provision. " And tht-re sha.l also at
said election be separately submitted to the
electors of this state for their approval or re
jection an amendment to the constitution of
the state in words as follows : "The manu
facture , sale and keeping for sale of intoxi
cating liquors as a beverage shall be licensed
'and regulated by law. "
Section 2 : At such election , on the ballot of
each elector voting for the proposed amend
ments to the constitution , shall be written or
printed the words : "For proposed amend
ment to the constitution , prohibiting the
manufacture , sale and keeping for sale of in
toxicating liquors as a beverage. " or "Against
the proposed amendment to the constitution
prohibiting the manufacture , sale and keeping
for sale of intoxicating liquors as a beverage. "
There shall also be written or printed on the
ballot of each elector voting for the proposed
amendment to the constitution , the words :
"For proposed amendment to theconstitution
that the manufacture , sale and keeping for
sale of intoxicating liquors as a beverage in
this state shall be licensed and regulated by
law. " or "Aeairist said proposed amendment.
to the constitution that the manufacture.sale
and keeping for sale of intoxicating liquors as
a beverage shall be licensed and regulated by
law. "
Sections : If either of the said proposed
amendments shall be approved by a majority
of the electors voting at the said election , then
it shall constitute section twenty-seven [ 270
of article HI of the constitution of this state.
Therefore , I.John M. Thayer , Governor of
the state of Nebraska , do hereby give notice
in accordance with section one 013 article fif
teen H15H of the constitution and the provisions
of the act entitled "An act to provide the
manner ot proposing all amendments to the
constitution and submitting the same to the
electors of the state. " Approved February

salary of three thousand dollars ( § 3.000) ) per
annum , and the salary of each shall be paya
ble quarterly.
Section 2 : Each person voting in favor of
this amendment shall have written or printed
upon his ballot the following :
"Forthe proposed amendment to the consti
tution , relating to the salary of judges of the
supreme and district court. "
