"I didn't know lio had ever turned
down , " snid I , without looking up
from the newspaper in whii'h I was
carefully examining tho column of
"Wants" an old weakness of mine ,
for I can not rid myself of the idea
that I may some day find there that
somebody somewhere has something
that I want , or wants something
that I have. I didn't look up , be
cause the speaker was only Wash
burn , my old college classmate. And
Wn.shburn and I , having after our
graduation dropped into neighboring
offices on Court"street , had been con
stantly in each other's company for
years , and had long been in the
habit of taking our noonday meal
together at the same table in the
same corner of but I will not give
tho name of the restaurant , it is not
si very good one , and I don't care to
advertise it.
So , as I said , I didn't look up , even
when Washburn addressed me , but
only said , with a foolish play on
words , which is an incurable trick of
mine , "I didn't know he had ever
turned down. He has managed to
keep himself well in sight. When he
couldn't bo Governor , he would be
Alderman , and if ho failed to get the
postofiictJ "
"Oh , I don't mean David , " inter
rupted Washburn , " "I mean Increase ,
of our class. 'Injured Innocence , '
don't you know we used to call him ,
because of his unlucky alliterative
name and his somewhat aggressive
meekness of countenance ? "
But before Washburn had half
finished his explanation I had thrown
down my paper , and was all eager
attention.
" 'Inky Injins ! ' Why , I haven't
heard anything of him these twenty
years. So he has turned up at last !
What Ikia'o vcu heard ? I thought
the sands of the desert or the waves
of the ocean had swallowed him long
ago. Aright good fellow he was ,
but he never accomplished anything ,
he was so restless and changeable. "
"Well , it seems his restlessness
worked itself off in those years of
wandering that we know of. He
travelled tho earth over , pried into
every corner , learned the manners
and language of every nation , pene
trated every forest , sailed every sea ,
explored every river , climbed every
mountain , till , when at last there
was no more to see and no more to
do , and fortunately not till then , hav
ing come home to take breath for a
few weeks till he could form new
paths , ho saw there a young girl
who had grown up not live miles
from his father's farm , and found in
her the ret.t he had been for ten years
peeking the world over in vain. So
he married her , and settled down in
a little village in some remote corner
of tho State , and there for ten years
ho has lived as unknown to tlie outer
world as if he had joined a brother
hood of monks , but doing a work
that the most famous philanthropist
might envy. "
' 'How can that be , when his good
works have never been trumpeted
abroad by the newspapers ? I was
not aware that the race ol philan
thropists had become careless of the
praise of men. Obscure success is not
the object of their envy , as far as my
observation goes. "
"My story demands a genial listen
er , sir , and shall not be unfolded to a
cynic , " answered AYasliburn , pursing
up bis mouth , frowning portentous-
ly , and reaching out his hand for my
newspaper.
"Nonsense ! don't tease , " said I ,
stowing the paper away behind me.
"You see lam all curiosity , and of
the most genial kind , too , to hear
Ingersoll's story , and if you're not
quick about it our time will be up be
fore you get through , and you know
there'd be two of us disappointed
then. "
"That's true , " rejoined Washburn ,
as we began on our modestmeal. "I
do wantto tell it to you , and to see
bow pleased you will be. Well , it
was in the town of Sumner that he
settled with his 'dear girl , ' and the
pair identified themselves at once
with the interests of the place in a
way that isn't common with people
situated just as they were , more's the
pity. A thrifty New England
village it was ; with some 2,000 in
habitants , witlf good railroad facili
ties , with quite varied industrial in
terests , and not a barroom or saloon
within its borders. A drunken man
in its streets was a rarity , and was
sure to have come from outside , and
even'in ths 'Centre' the streets were
as quiet and peaceable alter dark as
a country lane. But the most re
markable feature of the place was the
character of the Irish population.
They occupied a part of the town
called the Hillside. Almost every
man owned a small house with abit of
land and a garden , where the children
worked and played , with plenty ot
room and sweet air , and sunshine
without stint , lngersoll waxed
quite eloquent as he set foith to me
the satisfaction ho used to take in
this state of things. Industrious ,
temperate , even neat and orderly ( in
their fashion ) , these Irish families
stood , he thought for good specimens
of what America can make of her
foreign born citizen if only he can be
got out of the great towns , and have
a chance to earn a bit of land and
make a homestead. "
' "Yes , " I began , for this is a hobby
of mine. But "Washburn lifted a
silencing finger , and looked at the
clock.
"Your well-known views will be re
spectfully listened to some other day ,
if you please , " said he politely , "but
just now Ingersoll's story has the
floor. " And I subsided into silence.
"In evil hour the
an serpent en
tered the paradise in the form of a
fellow who opened a drinking hole in
a cellar at the 'Centre , and by every
low art enticed the workingmen into
it. As they passed to their work in

night , one aftor another would drop
down these futtil steps.
"In less than a month tho little
town could no longer boost of quiec
evenings. At tho 'Centre' tho streets
often rang with profnne words , with
angry cries and noisy , discordant
song. Later in tho night the settle
ment on the hillside echoed with the
uproar which was bred in that
wretched cellar and worked its way
up toward those once quiet homes
as the hours wore on past midnight.
After many vain attempts , a case
was made out against the keeper of
tho drinking hole ; ho was sent to
jail , and the den was closed. But the
mischief was already done. JJabitsof
drinking had grown upon many of tho
workingmen , and into tho minds of
not a few bad crept the idea that far
more money could be made by liqudr-
selling than by day labor. The pro
hibitory law was in force , and the
majority of the voters of Sumner
were in his favor. "What of that ?
Tho places where liquor could be had
on tho Hillside and elsewhere soon
numbered more than a score , and the
men and women Avho kept them
laughed tit the law when they did not
swear at it.
"Selectmen , reform clubs. Good
Templars , temperance men of every
strips united in efforts to break up
this state of things , but to no pur
pose. A few seizures of a few gallons
of bad liquor , a very few convictions
and fines , many failures to obtain
sufficient testimony before tho court
this was all. The evil grew. Peo
ple settled down to the conviction
that it was a hopeless case. Many
said 'change the law' some were for
stricter prohibition , some for a
stringent license law ; others said
'Betterrepeal all liquor laws , and fall
back on the Nuisance Act. '
"lngersoll felt keenly the change in
the lititle town. He had become ac
quainted with many of tho Irish ,
whom ho had employed upon his
place , where he was doing all sorts ot
work , and he felt great interest in
them and theirfortunesforyouknow
'Inky' had always plenty of the milk
of human kindness. And he couldn't I
bear to see these men and their wives '
and children go to the bad so fast. His '
wife laid tho trouble to heart even
more than he. He says it became a
nightmare to them ; it was the drop
of wormwood that imbittered all
their pleasures. They had talked it '
over and over till they were fairly
sick and tired of the subject , and at
last they imposed a law of total ab
stinence from the whole topic , and
agreed that a fine should be paid by
any member of the household who
broke the law.
"The laughs caused by this arrange
ment were a decided improvement ,
lngersoll says , on the tears and the
moodiness that such conversations
had been wont to cause in Mrs. lnger
soll and in himself respectively.
" 'Matters had stood thus in Sum
ner for nearly two years , ' said he ,
'when one night my wife met me at
tho door with the fine ( a five-cent
piece ) in her outstretched palm , while
in the other hand she held the New
York Evening Post. I laughed , and
asked who had been talking liquor
shops. ' 'It is I who propose to talk
it now , Increase , " said she , with an
eager flush , but no smile on her face ;
and she could hardly wait till I got
into my slippers and my arm-chair
before she began to read to me an
account of the means taken by a
committee of citizens in a certain
Swedish town to abate drunken
' "
ness.
"Oh , I remember the story , " I in
terrupted AYasliburn. "The plan
was to license certain men to sell
at such a price that their profit was
very small , while they were allowed
to make as much pro fit as they could
on the food and the wholesome drinks
which they were also required to
furnish. Hence it was for their inter
est to encourage the purchase of
these latter articles , and to discour
age tippling. At the same time
there was no chance for unlicensed
liquor-sellers , as they couldn't under
sell the others. "
"Just about what lngersoll told
me. " said AYasliburn.
"But that couldn't be done in this
country , " I continued. "It would
be scouted as government monopo
ly and interference and what not ,
in spite of its evident wisdom and
shrewdness. "
"Just about what lngersoll report
ed himself as replying to his enthu
siastic little wife , " answered AYasli
burn. "So the matter , to her great
disapointment , dropped for the
moment. But it had put an idea
into our friend's head which worked
and worked till it took a shape
suited not only to one New England
village , but to universal human
nature. Old Increase hadn't trav
elled all over creation for nothing.
He's a cosmopolite to some purpose.
About a week later he too proffered
the regulation half-dimeb o buy the
right to open the tabooed subject ,
and thus he spake to his attentive
wife :
" 'Molly , you know old Finnegan
is a thorough-going temperance man
perfectly honest and trustworthy ,
and great authorityamongthelrisii ,
into the bargain. AYhat do you say
to my furnishing him the money to
buy out O'Eourke , up on the Hill
side , and to set up a grocery store
and a coffee house and eating-room
right there , where firstrate hot fra
and coffee , baked beans and potatoes ,
soup , bread and butter and cheese
can be had at low prices in a quiet
tidy place , and where a man can
smoke his pipe and have a chance to
read a newspaper , or have one read
to him. "Oh , wouldn't that be just
lovely , Increase ! " "You see , Molly ,
we might get Finnegan and two of
his neighbors made special consta
bles in case of trouble from ill-dis- ,
posed fellows. The priest would cer
tainly favor the enterprise. I think
it can be done , and I believe it would
prove a mighty influence for good
a lively piece of leaven in that lump. '
"They could still get their horrid
whisky at the old places , " faltered
the wife. 'Of course , " said lngersoll ,
"that can't be helped. But there
would be a rallying point for tho op
ponents of liquor , and beside that in
stead of the drinking place3 being
the only resorts , there would be a
room far more attractive than any
of them , where hunger and thirst and
social instincts could all be satisfied

ness. But , Molly dear , if we do that
wo must sU\y at ho/no next , summer ,
instead of going to Mb. Desert , and I
can't havo mj' new barn , nor you
your now green houses , eh ? ' ' "Pooh ! "
quoth the little wife , " "who wants to
go to Mt. Desert , and who enn't get
? " 'And
along without a greenhouse
if there weretenrs in her oyes.they were
happy tears. ' That's Ingersoll's re
mark , not mine , you know , " added
AYasliburn :
• "You've seen him then ? " said I.
"Yes ; didn't I tell you ? I was up
at his place last week , and he took
me to old Finnegan's eating-room ,
and wegot a right good enp of coffee
for five cents , and a sausage and a
piping hot potato for another five.
And we pretended to read our news
papers ( which we had brought with
us ) , while over tho top of them wo
watched the happy , sober faces
in tho room. Always some
one , sometimes a dozen , eating
and drinking at the binall clean
tables that filled the room. A good
deal of loud talking , but no uproar ;
all good-natured , all decent. lnger
soll said that in the warm weather
many families went there for their
dinners , to save the heat and expense
of a fire in their small houses , and
that it was quite tho custom for men
at work in the neighboring factory
to go there for their meals instead ot
bringing them from home. AAre
looked into anotherroom , built with
in a year , where were books and
newspapers and games , and where
they have penny readings and sing
ing meetings and lectures in the even
ings , and sewing-school for girls and
women in the afternoon. I assure
you it was quite exciting to hear and
see. lngersoll knew half the people
that came in and was evidently well
known and very popular. "
"How is all this paid for ? " I asked.
"Five-cent dinners can't go very far
toward it , and though lngersoll may
bo able to afford the luxury of sup
porting such a place , it's of no value
as an example if it's not somewhere
I near self-supporting. People can't
j stay at home always , and do with
out greenhouses and barns as a per
manent thing at least , they don't
want to. "
"Since the first year this concern
has not only paid its own expenses ,
but it has given Finnegan a { rood
living , and enabled him to make the
addition I speke uf and to keep the
place repaired and refreshed and at
tractive. You must get the figures
from lngersoll. "
"AArell , " I said , "all this sounds
very charming and delightful ; but
what has been the effect of it on the
drinking ? That's the main point ,
after all , you know , A\rashburn. "
"I asked lngersoll that , and ho re
ferred me to one of the selectmen , for
my answer. That official assured
me that intemperance had been
gradually diminishing till there is
not to-day one-quarter of what there
was before that room and shop were
taken by Finnegan ; and he said tha
a fact of still greater importance is
that there has grown up in that
neighborhood a strong public opinion
in favor of temperance , and that
false swearing on the witness stand
during liquor trials , and refusals to
testify to sales , have become the ex
ception instead of being the rule , as
they were five years ago. "
AVe rose from the table at which ,
during this conversation , wehad been
engaged in reducing order to chaos ,
and as I got into my coat and took
up my hat , "AYasliburn , " said I , "it
seems to me that lngersoll has turned
up trumps. "
The Evils of Novel Heading.
From the Spectator.
The mischief of voracious novel-
reading is really much more like the
evils of dram-drinking than appears
at first sight. It tends to make all
other literary nourishment intoler
able , just as dram-drinking tends to
make all true food unbearable , and
to supersede food by drink. This
voracious novel-reader of today , as
we have said , rejects Scott's novels
because they contain so nvjch food
thatjs not mere story-telling. The
genuine novel-reader detests what ho
calls tame stories , in which the inter
est is not exaggerated and piled up
ten times as high as the attractions
of ordinary life. He wants always to
be feeling a thrill of excitement run
ning through his nerves , always to
be living in imagination through the
concentrated essence ofthe perils ofa
hundred adventurous lives , instead
of toiling calmly through the ordin
ary hopes and fears of existence.
No state of mind can be more un
wholesome , because none is more cal
culated to divert the energies from
the sort of quiet tasks to which they
should be habitually applied , and to
keep those energies stretched on the
tenter hooks of expectation , waiting
for a sort of strain which is never
likely to occur.
The habit of dram-drinking , it is
said , leads to fatty degeneration of
the heart i , e. , excessive fattening
round the heart , and weak action of
that organ , inconsequence. So , too ,
the habit of novel-reading leads to
