fectually downed , but the high price of
coal continues.
The Pennsylvania house by a vote of
140 to Go , favors submitting a prohib
itory amendment. So the good work
goes on.

mind ; for the soul is dyed by the

"Will you listen to reason ? " asked
a vigorous wife as she brandished the
broom. What could the poor man do ,
but listen ?
"Manners form least rich
at a var
nish , with which the routine of life is
washed , and its details adorned. If
they are superficial , so are the dewdrops
which give such a depth to the morning ]
meadows. "
The president has vetoed the invalid
pension bill. His reasons for so doing
were , in substance , that the old crip
pled vets were too dishonest , that they
would take undue advantages of such a
law , etc. And this same Grover Cleve
land poses as the soldier's and the poor
man's friend.
President McCosii , in his new
book on Psychology , says , "An onion
and an apple if the nose be closed , can
not be distinguished fron each other by
taste. " Incredible as this statement
may appear to the inexperienced , it is
nevertheless strictly true , as anyone
can demonstrate by trial to his own
satisfaction.
The New Orleans Picayune says of
Logan"He : was sober in an age of
drunkards , laborious in an age of su
perficiality , honest in an age of unsol-
dierly characteristics and inflexible in
an age of moral cowardice ; he was a
man , aode-Jio grow greater with his
years , and could scarcely have fallen
short of the presidency had he lived
the century out. " Nothing finer than
this , nothing so true , was said in the
senate on Wednesday in honor of the
dead statesman.
"When a man dies in this busy ,
bustling western world he is soon for
gotten. We throw a sprig of evergreen
in his grave , drop a tear on the cold
clods that cover his pulseless bosom ,
and turn back into the hum and strife
of our feverish existence. We cannot
take time to grieve over the dead. If
we stop for anything but a careless un
tiring struggle with the world , we get
run over and trampled upon. No time
for , sadness , little time for common
sympathy , and so on we go , struggling
striving as best we can in the restless
human current that moves surely and
swiftly to the quiet and peace , the rest
ful oblivion to which we have consign
ed our forgotten friends. "
Ex-Judge Dillon , general counsel
of the Union Pacific company , has giv
en to President Adams the followinir
opinion on the eifect of the Inter-State
Commerce act on the subject of free
passes :
"I have yours of the 28th inclosing
copy of a letter addressed by you un
der date of January 28th , 18S7 , to S.
R. Callaway , general manager of the
Union Pacific Railway Company in
which you state that sections 2 and 23
of the late Inter-State Commerce act
seem to prohibit the giving of free
passes to persons not connected with
the service of the company or traveling
upon business in which it has no inter
est You ask me whether this view is
correct. Obviously many difficult and
delicate questions will arise as to what
is an undue and reasonable preference ,
advantage , or discrimination within the
provisions of the act ; but taking the
scope of the act , and reading sections
1 , 3 , and 22 together , my opinion is
that railroad companies which are sub
ject to the provisions of the act are
prohibited from issuing complimentary
passes for any species of free travel not
disconnected with inter-state communi
cation or commerce. Certainly , until
it is judicially decided otherwise , your
conclusion not to issue such passes is
the one dictated by prudence. "
