THE demand for high license for the
sale of intoxicants has become general.
Il is heard in Europe as loudly as in
America. In Belgium a rather super-
adequate reformer has made a proposal
for legislation in which the principles
of high license and prohibition are cur
iously mingled. It is that the license
shall be fixed at § 1,000 , and all per
sons found drunk shall be beheaded.
If the law were enforced all saloons
would be closed within six months
from its passage , for lack of profitable
customers.
A PROMINENT business man is re
ported to have said recently to a gen
tleman who was soliciting for a gutter
snipe sheet with a "big" circulation :
"I don't ( care if your paper prints a
million copies per dar. What I want
is a newspaper which goes among the
purchasing classes. I want a respect
able paper ; grog-shop circulation does
not send me customers for my goods. "
The gentleman evidently spoke from
experience and knew just what he was
talking about. It isn't the paper that
is grabbed most eagerly by the bum and
the beat that takes patrons to the mer
chant who advertises in it. The one
that goes home of the farmer and the
laborer does the business. Topics.
To RATHE or not to bathe that is
the ( juestion ; and whether it is better
to suffer the chill and shivers of a bath
at 45 degrees Fahrenheit , or to whoop
up the temperature until the insteps of
one's feet look like sections of boiled
lobster. One day we read an article
from a prominent physician saying that
a bath in cold water is a perilous under
taking , and on the following day we
see it proclaimed that the cold bath is
the only simon pure invigorator. And
now comes a .savant who says that , a
bath is a dangerous thing anyway , and
may kill a man who ventures on it.
Perhaps this is the true view after all.
Come , brethren , and let us rejoice to
gether in the honorable title of the
