Portland , Maine. RoscOE CONKLINO has' pertinently characterized the result of democratic effort as "snivel service reform. " "Do YOU realize , sir , " said a long haired passenger , "that there is One who sees and hears all we do , who can solve our inmost thoughts , and before ' whom we are but crushed and bruised ; worms ? " "Give us your hand , strang- j cr , " replied the other , "I know just- how you feel. I'm married myself. " ' New Yoik Sun. i GENERAL KAULBAHS still remains in Bulgaria inciting opposition to the gov ernment and fomenting insurrection. General Kaulbars' programme is some what similar to that of Baron Mentchi- koff at Constantinople in 1853 when he tried to bully the .sultan into conceding the czar's claims and succeeded in drawing on the war for which llussia was thirsting. Omaha Bee. WHILE Geronimo is a captive , mem bers of his family are still in the field and are keeping the ball rolling more or less rapidly in the hair lifting and mule stealing line. Mangus , Geronimo's half brother , and a dozen other Apaches have just been chased out of Mexico. They are now supposed to be looking for a few unprotected white settlers in Arizo na or New iMexioo. Mangus is a very wicked and very tricky Indian , but his capture should not be entrusted to Gen. Miles until that distinguished soldier has learned exactly what is meant by an unconditional surrender. Topics. * A GERMAN political journal publishes a curious portrait of Prince Bismark. ' Bismark , " says the writer. ' 'was an enigma when a child , and he is an enig ma still. lie never knows one day what he will do the next day , and for past years he has simply taken advantage of present circumstances in directing af fairs in Europe. The great source of his strength is the facility with which he changes his opinions , abandons his friends , coddles his enemies and profits by the malice of one , the hatred of another , the pride of a third , while he makes fools of them all. His conscience knows no scruple and he professes an equally passionato fondness for the Bi ble and the latest bad French novel. " THE report comes that Secretary En- dicott is anxious to hand in his resigna tion as Secretary of War , the reason assigned being his disgust with the interminable jealousies and wire pull- ings in the'service and the quarrels and backbitings among officers of high rank. There is doubtless much truth in the complaints of the secretary. Li these piping times of peace promotion is slow and rivalry runs riot. Washington , however , is the worst place to observe the operation of the army. The "soft service brigade" with which Mr. Kndi- cott is thrown most in contact exagger ates all the faults and shows fewer of the virtues of the army officers than in any other station in the country. Bee. Watch for it ! The first symptom of true croup is hoarseness , and if Chamberlain's Cough Itemedy is freely given at once and the dobeb frequently repeated , the dread dis ease may be entirely prevented and all dan cer and anxiety avoided.
