Sparks Again Overruled.
WASHINGTON , April 7. The secreta
ry of the interior has revoked the order
of Commissioner Sparks , of April 3 ,
1885 , suspending final action upon en
tries upon public lands. The following
is the secretary's letter to the commis
sioner.
Department of the Interior , Wash
ington. To commissioner of the gener
al land office , sir : On April 3. 1885 ,
you issued the following order :
The practice of the suspension of the
rules for final action in this office upon
all entries of public land , except private
cash entries , and such scrip locations
as are not dependent upon acts of set
tlement and cultivations , is suspended
in the following localities , viz : All west
of the first guide meridian westin , Kan
sas ; all west of 17 range west , in Ne
braska ; the whole of Colorado except
land in the late CJte reservation ; all Da
kota , Idaho , Utah , Washington , New
Mexico , Montana , Wyoming and Neva
da , and that portion of Minnesota north
of the indemnity limits of the St. Paul ,
Minneapolis & Manitoba railroad. In
addition , final action in this office will
be suspended under the act of June 3 ,
1878 , and also all cases of desert land
entries.

Whatever necessity may have existed
at the time of its promulgation has
ceased to be sufficient to longer continue
an order suspending all action and in
volving in common condemnation of in
nocent and guiltyhonest and dishonest.
While I earnestly urge the exercise of
the strictest vigilance to prevent , by all
agencies within your power , the con
summation of fraudulent or wrongful
land claims , yet when the vigilance of
all these agencies shows no substantial
evidence of fraud or wrong , honest claims
should not be delayed or their consider
ation refused on general report or ru
mors. The above order , as issued by
you , is therefore revoked , and you will
proceed in regular , orderly and law
ful consideration and disposal of claims
suspended by it. Very respectfully ,

THAT familiar and always despised
character , the Irish informer , has re
ceived his death blow in the decision of
the English home office to offer no more
pardons to accomplices of criminals who
may make confessions. This will be bad
news for the unprincipled scoundrels
who have infested Ireland and plied
their trade in sending innocent men to
the dungeon and the gallows. The
practice of granting pardons to inform
ers has been one of the worst features
of Irish misrule for nearly a centur } ' .
It went hand in hand with a coercion
which caused the frequent outburst of
revolution and revenge against the iron
hand of castle tyranny. Now that coer
cion has been throttled forever by the
genius of William E. Gladstone the oc
cupation of the Irish informer would be
gone even if the home office had not
legislated him out of existence. No
one will regret his departure from the
scene of his infamous operations.
THE train men on the Union Pacific
have every reason to be satisfied with
the result of their friendly conference
with the managers. " They presented
their grievances , were afforded full op
portunity to discuss them , and after sev
eral conferences , practically won their
point by a compromise mutually satis
factory. There were no threats on
either side , but a business like and con
ciliatory spirit on the part of the em
ployes , which was met by an equally
friendly spirit on the part of the com
pany. Such a victory is worth more
than appears on its face. It a triumph
of peaceful methods of settling labor
disputes without a costly warfare and a
struggle whose antagonisms last long
after the conflict has ended.
THE Macon Telegraph gives the dem
ocracy of the north some pretty plain
talk in regard to the next presidential
campaign. It says : "One thing should
not be forgotten by the candidates for
the Presidency in 1888 , and that is that
while the South is well-nigh solid , there
is a large amount of what might be call
ed don't care-a-damnativeness
- - lying
around loose. Attenuated imbecility ,
nicknamed reform , Mugwumpery mount
ed on spider-legged principles , and the
personal pronoun wearing an eighteen-
inch collar , have all conspired to make
this people determined that the next
convention shall bring forth a democrat
who will resemble some of his Ancestors
more than he does the transient board
er. "

made in the Senate by Senator Ingalls
of Kansas , he sizes up the mugwumps
as follows :

could be called a "sex" which sex had
none resulting sometimes from cruel
caprice of nature , at others from acci
dent or malevolent design , possessing
the vices of both and the virtue of
neither , unable either to beget or to bear
possessing neither fecundity nor vi
rility endowed with the contempt of
men and the derision of women doom
ed to sterility , isolation and extinction.
But they have two functions they sing
falsetto and are usually selected as the
guardians of the seraglios of Oriental
despots. "

to be proud of their growing , flourish
ing metropolis , Omaha. A city of
such snap and vim would bo a credit to
a much older Commonwealth.
