average of fifty miles an hour including

THE subject of feminine dress IH be
ginning to seriously agitate the leading
ladies of the land. Miss Cleveland puts
herself on record as follows : " 1 approve
of evening dress which shows the neck
and arms. I do not approve of any
dress which shows the bust. Between
the neck and bust there is a line always
to be drawn. ' ' This seems fair and reas
onable enough , provided the arms and
neck are up to the standard. But Mrs.
Stanton takes another and bolder view ,
and asserts , as a sanitary measure , that
if ladies can not reconcile themselves
to such stringent measures as draping
all their charms , the display of lower
limbs would He less injurious. The
Times naturally feels a delicacy in vol
unteering an opinion on a subject only
to be discussed "when Mrs. Boffin d < 5es
not favor us with her presence.1 Per

shall be drawn after the fashion of the
