EDUCATIONAL COLUMN ,

Nebraska Reading Circle.
HISTORY.
The extensive movement during the
present year , in various states both east
and west , for the establishment of teach
ers' reading circles , attracted the atten *
tion of the state superintendent , and be
ing convinced that it was an institution
destined to broaden and deepen the gen
eral and special scholarship so much
needed among teachershe , decided to in
augurate the movement in Nebraska by
calling on the teachers of the state to
express their desire for such an organi
zation by naming five educators to con
stitute the first board of control. A larg <
number uf teachers responded to the
call , and elected the following pursoiib
as the members of the board of control

On August 7th the board met. ant
appointed the president , secretary ant
treasurer , and adopted the following
plan of organization and course of read
ing , and adjourned subject to the call oi
the president.

Plan of Organization.
N.UIB.
The name of this association shall be
the Nebraska Teachers' Heading Circle.
OBJKCT.
The object shall be the professional
and general culture of teachers.
3IANAOE.MKNT.
The management shall be vested in a
board of control , consisting of a presi
dent , secretary , treasurer , and two other
members , who shall be chosen annually
in a general convention of delegates , at
the time and place of holding the Ne
braska State Teachers' Association , for
a term of one year. Each county shall
be eutitled to one delegate.
DUTY OF TUB BOARD OF CONTROL.
It shall be the duty of the board of
control to prepare and publish a course
of study , and to exercise a general di
rection over the work of the reading
circle.
COUNTY CIRCLES.
County circles shall be organizedand
their management vested in county
boards of control , consisting of presi
dent , secretary , treasurer , and two other
members , to be chosen at a meeting of
the members of the county circle , which
shall be field at the time and place of
holding the county institute ; except the
first board may be chosen by a conven
tion of teachers of the county , to be
called by the county superintendent.
DUTY OP TIIL COUNTY HOARD.
The county board shall receive and
distribute the courses of study prepared
by the state board of control , and shall
promulgate instructions received from
the state board. They may cnll quar-
terl } ' or such other meetings of the
county circle for reviews and other pur
poses as they may deem necessary , and
shall direct the affairs of the county
circle.
LOCAL L'JRCLES.
Members of the county circle may or
ganize such local rending classes as may
be approved by the county board of con
trol , and these local classes may appoint

such officers as they desire.
Any person who will agree to com
plete the course of study prepared by
the state board of controlupon the pay
ment of such annual dues as may be as
sessed by the state or county circles ,
ma } ' become a member of this organiza
tion. The membership fee for the year
ending in the year 1886 shall be fifty
cents ; to be paid to the treasurer of the
county board , who shall remit thirty-five
cents for each member to the treasurer
of the state board , and retain fifteen
cents for county expenses.
AMENDMENT.
This constitution may be amended by
a vote of two-thirds of the delegates
present at the annual meeting.
DELEGATES.
Delegates to the annual convention
may be chosen by the counties at anr
regular meeting of the county circles.
