You may imagine if you can what we shall do with our mad patients when the Government thieves begin to set up the plea of insanity to rid themselves of due punishment for their crimes. Not a saner man than Col. Burnside could be found in Washington during the time that he was stealing the Government's mon ey , and no society at the Capital was too elevated to open its arms to re ceive him. As soon as it became in evitable that his conviction for steal ing was to follow his crime , the plea of insanity is put up and the epaulet- ed crank goes to the Government In sane Asylum , there to remain until public forgetfulness shall make his absence from that institution easy to be borne. The change in the administration that will take place on the 4th of March next is a change that has not had its counterpart in the history of the Government. We have had a Democratic administration before with an opposition Congress and we have had a Democratic Congress a majority of Democrats in both Houses against a Whig administration but never before has there been an in stance when the administration had the House alone to back it , and the Senate to tie its hands and dictate its appointments. Such is the position , or rather the dilemma , in which Pres ident Cleveland will find himself on inauguration day , when he sends the names of his cabinet members to a Republican Senate for confirmation. I know of no existing reason why Mr. Cleveland's cabinet should not be confirmed without question , but mat ters between now and the 4th of March may .assume such a shape as will make it possible that some names may be objectionable on the score of patronage. And right here it may not be amiss to say that Mr. Cleveland's ideas of Civil Service Reform is one thing , and the demand for a thorough cleaning out of the clerical as well as the bu reau force in the departments , is quite another. Mr. Cleveland will be hand icapped in this matter as no previous President has been. He cannot by any possibility enforce the provisions of the Civil Service law and satisfy the greedy demands of not one but two political organizations that will demand recognition for their contri- jutions to his success. It is well enough for Mr. Curtis to set up a standard of merit by which the pres ent Federal office-holders will be re tained , but Mr. Cleveland will not be so weak-kneed as to pay any attention to it , and if he did the Tyler adminis tration would be repeated , even if Mr. Cleveland should not encounter bis Brutus for his imbecility. Washington is to be the home of a new Homeopathic Hospital in which he Hahnemann is to be the rule of practice distinctively. The movers Df this great enterprise are some of Washington's best men arid women , who are actively engaged in promot ing a grand National Homeopathic Fair , to be inaugurated on the 15th of December next , to last six days. This will be a magnificent display , and so attractive that its projectors anticipate a patronage that will go far toward accomplishing the great object for which it is to be held. DOM PEDRO. THE reward of the fool is often a terrible one , and the man who is in the habit of carrying a pistol is the biggest fool and is the most fearfully rewarded. In Baltimore the other evening a young fool named Leopold proposed to and was accepted by Miss Winterbauer , the most beautiful young woman in the city. He knew pf no way to vent his triumphant joy but by hauling out his pistol and whirling it about. It exploded and fatally wounded the giri who had just promised to be his wife. Topics. A CONNECTICUT farmer of 72 , a wealthy widower , married a young wife , and as is the usual habit in such cases , all his children immediately united in a petition to the court to declare him insane and have him lock ed up. The old man appeared before the jury with a sweet and handsome young woman on his arm. The jury , all of whom were old codgers them selves , found him sane without leav ing their scats. "BLACK EYES , " says a physiological journal , "show a lively , passionate temperament/ ' That may be true , as an abstract proposition of the elegy , but in the concrete form of wild west ern civilization , in these post-election times , a lively , passionate tempera ment is very likely to show black eyes.
