'l'his act elcsig-II : es I the Governor as li'ood , DOlin' and Drug Commissioner and a thor- ics him to appoint a deput.y and , chemist , who arc charg-ed with the enforcement of the law. Joseph W. Johnson is deputy and E. L. Hedfern is chemist. 'l'he law was enacted for the purpose of establishing honesty iu the Ii"ood , Dairy and Drug business n this state. 'l'here had grown up a general dissatisfaction - faction among the milk and cream producers of the state from thc feeling that the crcamerie ! ) were not giving the farmers a square deal in measuring the butler fat in the cream sold. On tbe other hand , the creameries and milk consumers of this state claimed that some of the farmers were careles and unsanitary in the production of their milk and cream and that much of the product - . duct marketed was unlit for use I and ought to lie prohibited by ! Ja w from being sold. In answer to this complaint and in order to establish integrity in measuring the buller fat in the cream and to establish cl atllin ss in the production of milk and cream , the Pure li'ood law provides for a system of inspection which is intended - tended to be a check against ( lis. honesty in cream testing and against the marketing by farmers 01 unsanitary milk and cream. Un er this Dairy department of I the Pure li'ood law there are now 'four d'ai'ry' ' inspectors traveling constant1yover the state , visitinf ! ' cream receiving stations , instructing - structing testers and samplers of cream. 'l'hese airy inspectors are experts in their business , graduates of the Dairy department - ment of the State Agricultural college , and are enthusiasts in their line of work. It is a part of their business to report to the li'ood Commissioner any cream tester or sampler who is either incompetent or careless or dishonest - honest in his work. There are about 1,700 recei ving stations in the state , of which about 140 are testing stations. The Purl. Food law in its efTorts to establish honesty in fee s has in mind three thing , ad ulteration , In isrepresentation and short weight. Much of the adulteral10n that was in foods a few years ago has been stopped by the national law , but the inventive - ventive mind employed by the manufacturing interests is constantly - stantly busy discovering new tricks of adulteration , and it is a part of the Nebraska law to look out for these new in v ntions and to head them ofT by prosecution and publicity as fast as they ap' pear. ' 1'he oW-fashioned system of handling food stuffs in the gro- c. ry stores in bulk was unsanitary - tary , for it was not easy for the { ; roceryman to protect the. barrel- ed stuff in his store from dust , dirt and general uncleanliness. ' 1'0 meet the demand of the consuming - suming public for cleaner food the package system was invented. ' 1'he manufacturers saw that by putting up food stufTs into packages - ages the } ' could appeal to the public in behalf of their package g'oods on the ground that the } ' were more satisfactory than goods handled in bulk. As soon as the package goods becam. : : popular , the factories thought ou t and began to practice the short weight trick. 'l'hey found they could put up a package of oatmeal that looked like two pounds and that woulll pass ofT in the Imarket for two pounds , when in reality there was less than two pounds in the package. 'l'his short weght : scheme developed rapidly , each factory competing with its rival to see which could sell the smallest amount of food for the money. ' 1'0 stop this short weight cheat in Nebraska the branding re- quircment was put in the Pure LI'ood law , requiring food pack- , ages to be labeled with the - : lInount of the contcnts. ' 1'hls feature of the law was resisted . 8trenuouslv by the representatives - tives of tlie food packages beforc t.he legislative committec , but the morc this pro\ision was rc- sisted by the factories the more the legls1ature was determincd. in its opposition to the short weight trick , and the elfcct of this provision has already worlcd ut a practical reform in hUller , cef { als and other food stuffs. 'l'his pro\'ision of the law makes somc incon venience for the retail grocer and has caused considerable - able friction betwcen the food commission and the food factories hu t the systcm of honest food branding of food packages in Ne- braslm is steadily working its way into practical efTect throughout - out the state. What Is Ground Hog Day ? The origin of Ground Hog dOl ) ' is accounted for in the Housekeeper - keeper for February in the following - lowing way : F'ebruary second , or Candlemas Day , was a favorite holiday , marked b.y public gaiety and ceremonies in 1Durope dUring the Middle Ages. It is still marked there by the.closillg of banks and offices , but not otherwise - wise , outside of the readillg of church services. In the Church Calendar it is known as the Feast of Purification of the Virgin , and was first instituted by Pope Sergins , about the year ( I H A. D. 'l'he popular name of the day is derived from the early custom of \ lighting up the churches with candles and carry- illg these in procession . on this festival. As to the weather superstition that gives to Candlemas the name of "ground-hog day , " that is a worldwide fable. In Germany - many it is the badgcr that breaks h is win ter na p on th is day to es.
