The Kin ) < nid Homestead Law.
A IIcw3papcr corrcspondcnt at
Washington scnds out a report
relativc to thc Kinkaid homc-
stead law-which will be interesting -
esting to a largc numbcr of l H-
FUllI.ICAN r adcrs-as follows :
'fhc so.callcd Kinkaid homc-
stead bill , which brought comfort
to hundreds of intcnding seWcrs
, in thc wcstcrn Ncbraska district
and which has largely bcclI
takcn ad vantage of by farmers in
that section , has had a scrics of
ups and downs in the land ofiicc ,
which it author , Moscs P. Kin-
kaid , proposes to rcc.tify if it is
in his powcr. Sincc thc passagc
of the Kinkaid act hc has
watchcd its elIccts aud not d its
drawbacks. It was undoubtcdly
thc bcst bill that could hc passcd
at the timc , according to mcm-
bcrs of thc publicland committcc ,
and it is doubtcd if sl1ch a
measurc could havc bccn passcd
in any congrcss sincc the Fifty-
ninth , and the possibility of its
passage in thc congrcss now in
scssion is cxtrcmcly questioned.
However , it is a law and thc
mcasure of Jood it has accomplished -
plished is testificd to by thc
large numbcr of cntrics that have
bcen made undcr its provisions.
Nothwithstanding it is a law ,
the land ofiice has bcen extremcly
pertinacious in is intcrpretation
of features of the Kinkaid act to ,
the extent that many cntrics
that havc been ma c on lands in
the tcrritory alIcctcd by thc act
have been held up until intcnd.
ing settlers ha.ve grown tircd 01
waiting upon action by the
department and have abandonc(1
their cn trics completcly. It
fact , by its masterly lIIactivitYI
the land ollicc , having presum ,
ably more vital things at hand
has made it nccessary tllat the
represcntatives from the Sixtl

Today Judge Kinlm1 < l had ;

in relation to thc 1 > urchase ( ]

It was Mr. Kinkaids contentio

in due scason by the departl11cn
but instead applications ha ,

the department and so far as at

Judge Kindaid , who kno\ '
