Truatl and Tariff. Editor RUl'UDI.ICAN : We often bear it stated that the tariff on all goods , the price of which is controlled by a practical monopoly , should be ; ntirely abolished , the object - be-I 1I1g to curb the trusts. 'fhe removal of this tariff ! . makes the United States a Free. 'l'rade country in all those lines of industry in which we now have trusts. In considering this method as a curb upon trusts we must first see what would be the effect of such a measure , and secondly , would it , if adopted , curb the trusts in & .ny manner. But jn this issue space parmits only a discussion of its effects , In the early industrial history of America it was , absolutely impossible - possible for many lines of industry - try to be carried on , against foreign competition , except for the aid given by tariff. This fact is well borne out by the cotton , woolen and steel indus. tri s which were ntirely undeveloped - developed , in spite of the many efforts , until after this protection was g-iven. It is of the highest importance that every industry should be sufficiently protected , in some manner to enable American - I can producers to compete successfully - fully with foreign producers. This may be a natural protection and consist of our advantages in securing raw material or in the process of carrying on the industry - dustry itself. But should we not have these advantages for protection - tection we must give prote tion by means of tariff or we ki11 the entire industry in this country. Similar measures , though not so drastic , in the past have - ways proven too radical. aI-I 'l'he Democrats , in 1833 , ' gradually reduced ta.riff to a twenty per cent level , giving a previous notice of nine years of its coming , which entirely over came the business world , and yet it" was only a moderate change as compared to the one now under cons deration. This change in tariff lasted but two months and it was found neces sary to replace lhe tariff , higher than before. ' " The tariff reduction of 1857 with the following crisis had \he same experience. If we could conceive of the abolition of tariff wituout disastrous results there is yet a valid reason why it is too radical , and this is because - cause of vested rights. Not only , have large trusts , but innumerable - able small concerns have been establishc/l / with reliance upon our tariff for the needed protection - tion and their existence depends entirely upon it. We do not complain of a measure which is I si nply radical , because any , measure , which will curb the trusts , will at first seem radical to us. But this , we say , is too radical , Such a revolutionary measure would up'et the entire business of the country , and be the direct cause of precipitating an immediate crisis.
