The state board of equalization -

ratlroad assessment. As a new
b sis is to be established that is
just to the railroads and the rest
of the 'taxpayers of the state ,
they. 'have a big task. The Rn-

c urageous bill of fare. But
bthing short of justice to all in-

Scarcely a county convention
meets but endorses CongresBinan
E. J. Burkett for the U. S. Sen-
ate. Burkett will have a 1Jig
majority in the repu1Jlican state
convention.
' 1'1101 WCUl' No Ul'llSS Colon
'l'he delcgates elected to the
state , senatorial and represcnta-
tive conventions by the republican -
can county. convention are to 1Je
congratulated that they can go
to the several convcntions without -
out wearing the 1JrasR colar of
any clique or corporation.
They go uninstructed and are
at liberty to exercise their best
judgement in voting for the can-
didates.
l nough was said and done to
imply the wish of the convention' ,
1Jut should circumstances change
the delegates are frce to exercise
their own judgement.
'l'he complaint against uniu-
structed delegates is that some
times an ambitious delegate
prompted by selfish motives may
influence the delegation against
their best judgement and thus
defeat the will of their consti-
tueuts.Vhile this is true , such
a course would relegate the
offending parties to the rear 1.s
effectually as it would were they
instructed and violated instruc-
tions. People expect square
dealings and a reasonable amount
of good judgement exercised by
their representatives and when .
they fall short in these particu-
lare they are usually held to ac-
count.
There is an inclination. by the
leaders of any political party
when in power to drift into ma-
chinery. A certain amount of
machinery is necessary to successful -
cessful orginazition 1Jut no machine -
chine should be allowed to dictate -
tate the nominations or appointments -
ments against the will of the
people. Instead the prime object -
ject of a party organization
,
should 1Je to effectually carr } ' out
the will of their constiuents in
. all things , consist ant with Ole
best interests of the party they
.
represent. Delegates are elected
on the theory that they will d"o
that and when they do not they
prove dierelect to their duty ,
whether instructed or not.
When the.r are not instrueted
they are free to exercise their
_ best judgement and should it
develop that thc convention
which nominatcd them had un.
consciouslr : bcen intlucnced b ) ' a
clique or a deep laid schcme to
thwart the will of the people
they are tree to act individually
as the occasion demands.
A uni ted delegahon is to he
_ conltnen < led when they are U111t-
ed in sentimeut for an honest
purpose , but a divided delegation
when the question of principle is
at stake is commendable. Might
never makes right , h nce the
uuit rule should uot 1Je forced ex.
cept in extreme cases.

Recent de1Jates in the United
States Senate indicate that the
Democratic leaders intend to
make "Roosevelt" their issue in
the coming campaign. The Re-
pu1JIicans are ready to accept the
challenge as they arc quite willing -
ing to go before the country on
the record of their party chief.
In his short but eventful administration -
ministration , President Roosevelt
has 1Jeen 1Jrought face to face
with the most serious pro1Jlems
of the present. generation ; the
labor question , the trust pro1Jlem ,
the race question , and questions
of international politics , and
each and all he has met with unflinching -
flinching courage , and so far as
it .was possible , solved in a manner -
er that has gained the approval
of a large majority of his COlln-
trymen.
By his firmness , tact , and foresight -
sight , the Anthracite Coal Strike
was 1Jrought to an end. 'l'he
sympathy he showed for la1Jor on
this occasion won for him the
admiration of the Nation. Yet
when organized labor demanded
too mllch , as in the case of I"ore-
man Miller of the Goverment
Printing OOice , it found a chief
executi ve determined to cnforce

conseq ucnces.
