J. O. Taylor republican candidate -
date for sheriff , has been a resident -
dent of Custer county for twenty-
four years. During that time he
has been engaged in farming ,
and by hard work and good man-
gement has made a success of it.
lIe has been an active worker in
the republican party , standing

populism and fusion , and never
faltering for a moment in his devotion -
votion to its principles. For the
first time he is now a candidate
for ofiice , and with his long record -
ord as an upright citizen , a good
business man , and a faithful republican -

'rhe sole duty of the county
treasurer is to collect the
taxes. This has been done
by W. A. George , with a promptness -
ness and completeness approached -
ed by no former treasurer. It
has also hecn done at the least
possible expense consistent with
.
good and efl cien t work. 'L'he
contention that his administration -
tion is costing the taxpayers
more than that of his predecessor
'is mere bosh. Heretofore the
collection of taxes has bcen done
by townsh i p collection. Under
the present law all taxes are paid
in direct to the county treasurer.
This necessarily increases the
clerical work , but it saves the
commission formerl } ' pald to
townshi p collectors. If the present -
ent treasurer cmploys more help
in his ofiice than did his predc-
cessor , it is simpiy bccause more
help is needed. . His clerks re
busy all the time , and the ) ' earn
their salaries. When times are
good and people are running over
onl1 another in the rush to pay
their taxes , it tales more hell' in
the treasurer's ofl ce than it did
during the calamity period when
taxes were allowed to run behiud

'fhe county in general has not
forgotten the sad experience between -
tween 1893 and 1897 , when the
county state and nation was under -
der democratic rule. But comparatively -
paratively few now know what
an expensive luxury the county
of Custer has been maintaining
for all these years , in leeping a
pop shcriff in ofl ce.
Herc are some o.f the items of !
Sheriff Armstrong's grafts , of
which the general public is not
aware. We find by looking up
the county records that. he has
collccted as mileage on distress
warrants on which he made

On the item of S2 334.55 for
uncollected warrants , the county
paid him direct , while the item
f $1,274.35 on warrants collected
was paid to him by the indiyid-
uals from whom he made the in-
di vidual col1ection .
In addition to thesc items we
find that the sheriff received from
these same indh'iduals as fees for
serving these executions the

rants. As the pop sheriffs con-
stn1ts the law that they do not
have to account to the county
for mileage fees and have pre-
sistantly refused to account for
them to the county. You can
see that the present sheriff on
miieage fees alone has receivel
$3fJOS.90 of a graft in addition
to the $2,500 a year salary the
law generously provides for that
otlicer. When the number of
miles is taken into account that
the sheriff travels in the dis.-
charge of other duties of the office -
fice , for which he does not account -
count , you can begin to compre-

iff's ofiice in Custer county if
properly accounted arc sumcient
to pay the sheriff and his deputy
I . their salaries besides leaving a
good size : iurplus to turn ill to
the treasury of the county.
It is true the law provides a
fec of fh'e cents a mile for every
mile actually and necessarily
traveled , hut it also limits his
salar ) ' to $2,500 a year. No provisions -
visions are made for paying his
expenses above the salary. They
a.'e included' ill the'salary. . ' 1'he
several items of fees specified the
sheriff may charge are provided
to create a fund from which the
salary may be realized. 'rake
the oflice of county superintendent -
ent of schools. ' 1'he law limits
his salary to $1,200. It is his
business to travel the county , but
no provisions are made for hi m
hiring riggs at the expense of
the county. ' ! 'hat is included in
his salary. No mileage fepr : , is
provided for that ofl cc as it is
dependent wholly upon the revenues -
enues of the county. But provisions -
visions are made for t1.le sheriff's
ofl ce' to be self-supporting and
fees for his services ar provided
that the office may , not be dr-
pendent on the revenues but that
he may retain the fees thus provided -
vided for himself and deputy to
the amount of $3,200 a year and
no more. 'rhe residue , whether
it be $1.00 or $5,000 , whether
it comes from mileage or serving
papers , it belongs to the county.
Is it not about time the taxpayers -
ers of Custer county rid themselves -
selves of these' reform grafters
and put 11en in that office. who
are willing to fill the office for
what the law provides ? Elect a
republican sheriff who is capable
of keeping his accounts ; one who
will account for every mile necessarily -
sarily and achial1y traveled and
you will have a big surplus turned -
ed into the county fund annually
to help meet current expenses.
