'rhe I mceting was called to order at 11:00 : a. 111. by Presidcnt J. J. Wilsoll. After stating the object - ject of the meetillg to be the discussion - cussion of the ncw school laws and general reco1l1U1cndations for the welfare of the county schools the following committees were appointed to rcport at thc afternoon - noon scssion : Committee on . Rules and I eg'ulations , Committee - tee on School Books , gtc. ; Committee - mittee UII AnIlual Meetin , Committee - mittee un New School Laws , and Committee OIl General Rec- ommcndation. At 2 p. 111. the session W'a'3 rcsumed , and as t ach committee reporte its rtlcom- mcndations , discussions wert' freely 4J'ivcII and suggc5tions add- I : > c by - many of those ptcsent. As a result of the report of thc\com- mittee on Rules and Regulations. sets of rules were adopted for officers - ficers , teachcrs , and pu pils , of the county. 'l he association votcd to ask the county board to havc thesc regulations printed and placed in the hands of school officcrs and teachers. 'l'he committee - mittee on Annual Meeting rec. omtl1ended thc carcfu ] obsen'ance of sc\'eral points which arc usually - ally overlootell ! in the Annual Sch.ool District Meetings. 'rhey recommended that every school boml meet before the Annual Di trictIeetitlg to settle np all pcnditlg busincss so as to prcsent a clear and accurate report to the school patrons. 't'he Committec pointed out that each dIstrict should lmow its assessed valuation - tion in order to fix its tax levy ; that much trouble would be avoided if the minutes of the present - sent Annual Meeting were r ad before the meetmg adjourns ; and that'district meetings will find a good statement of order of business - ness printed in the director's record - cord book. Interest in the report of the committee on new school laws centered on the Compuls ry attendance - tendance law. 'rhe law pro\'ides that each child between 7 and 15 years of age not more than 2 iniles from school shall attend at least twelve weeks of school , and if the term be longer than twelve I weeks he shall attend two thirds of the entire time school is held in the district. 'rhe attendance must also begin at the beginin g of school in the fall and contin ue consecuth'ely. 'l'he committee on general re- commcndations advised that all school officers subscribe for the ' 'l'he District county school paper - trict School" and that each school be provided with a paper which deals with current events. One recommenduti01 which caused - ed the most discussion was one favoring the "old fashioned" way of teaching spelling. After some discussion this plan was h artily endorsed.
