'l'hat is indeed interesting ut
would e more so if true. The
facts arc that during the tcn
years the pops predomillated in
Custer county the county lc\'y
run as high as 18 mills and never
run elow 14 mills in ourrccollec-
tion. It is truc that two years
ago after election when they saw
that thc republicans would have
a majorit ron the hoard , the board
recinded 'the lcv > ' of 14 or 15mills
it had made in July previous and
: ut it down to 7 mills and went

making a vigorous effort a largc
amount of deliqucnt tax that had
accumulated on the books whilc
the pops were 111 control was
wllected , which ena led the
oard to meet all expenses wi th-
out embarrassment.
'l'he republican oard h.1S always -
ways aimed to make the levy
mfl cient to meet the demands of
the county and pay the cnrrent
xpenses with cash. But a levy

' ! 'he chairman of the committee 1
stimated that it would require i
2 mills to mcet the expense this (
'ear and huild the ridges that 1
vere petitioned for in thc several
ocalities. Conley , one of the
opulist members of the board
nsisted on a 14 mill lev ) ' , while
reenwalt another populist mcm- t
ler urged that it would require
5 milts. Finalt.r Thorpc yielded
a compromise and the leavy
as made 13 mills of which 4

ridges were demanded and are

The Beacon further says : at
"A casual study of the deal al
id convinced us that the present , of
.ulmini\tration of county affairs
was Iiot altogether fair with the
taxpayers" .
Agnin the Beacon cites an example -
ample for illustration which rc.u1 ! ;
as follows :
" 'l'he cO lI1trfor instance , buys
a tax certificate for $100.00 and
holds it for one ) 'ear. At the end
of that time , it IS purchased y
thc bank for$110.00. 'l'hcowncr
of the land comes next clay and redeems -
deems it by paying the banker
5120.00. In thil\ ! deal the anker
is $10.00 ahead and the county is
S1O.00 SlOl't ) , though its money is
invested and risk incurl'ed.Vill
the I IO'UIIIICAN I.xptain ! 1I0W why
thc county should not have the
other S10:00 : if the farmer must
pay it to an ) ' one. "
In the first place the board is
"managing tax sale certificate
sales" in a thoroughly safe and
conscrvative manner with a most
desira le effect.
It is a generally know fact that
during the demo-pop administration -
tion of this count } ' , state ald nation -
tion that our people had to contend -
tend with a Jinancial panic.
' ! 'axes on real estate were allowed
to become delinquent from ne-
cessity. Not only were individuals -
uals ut mortgage companies and
corporations were so crippled fi-
nancally that they could not and '
did not pay their taxes on real
cstate. On the return of the re-
pu lican party to power , prosperity -
ity reappeared and the county
board took steps to coltect the delinquent -
linquent tax on rcalestate. No C
ind'idual would uy in the property -
erty at tax sale. ' ! 'he county decided -
cided that thc taxes could be collected -
lected by the county buying in all
thc delinquent ta'lsonrealestate.
' ! 'his thcy did. 'l'he object of the
board was not to make money
out of the deal , but to induce
those who had an equity in the
property to pay their taxes. 'l'he
result was highly atisfactory.
As soon as the local agents noti.1
lied the to an companies that their
lands had een sold for taxes the
money was forth coming to re-
dcem it and thc county not only 0
got the face of the taxes but the
10 per ccnt intereRt , which is an
the law allows thc county to col-
lect. In fact it saved every delinquent -
linquent taxpayer whether he resided -
sided in the county or was a nonresident -
resident from paying 20 per cent
had his land een sold to an individual -
dividual instcad of the count ) ' .
[ n case the individual owner or
: orporation did not redeem the 0
tax sate certificate , anyone else ,
lmd the opportunity. What the tJ
oant wanted was for the county
to get its money. It did not buy
in the land for speculation and n
: ould not collect more than
G
.he legat rate 10 per cent had it h
; 0 desired. ti
But the board did sell where g
ver-it could , whethcr pop , clemoa !
: rat or republican made applica-
: ion at face value and 10 per cent t1
nterest. Should the owner altow 01
it

s the oard to blamc because the H
aw allows the indh'idual purchas-

r to charg.e 20 per cent when the br
ounty can only collect 10 per to
ent. 'l'he 20 per cent is the
Icnalty imposed hy the law to
revent taxes from ecoming dem
inquent. It is not a fact the
ount ) ' is $10.00 short when it fo
ells a $100 tax certificate for _

ollect $120 and make $10 , on the 11 : '

ct its 10 per cent should it hold
lie certificate for ten years.
: \'cn if it could the county is not
1 the speculating usiness and
Illy seeks to collect what is due
. and no more.
'rtle Beacon seeks to prejudise
Ie puhlic by insinuatilig that
antes arc the cneliciaries in the
lX certilicate sales. 'l'his is a
listake. Not a hank has hought

cates have een sold to individual
farmers and ranchmen. ' ! 'hc
coullt ) ' is not entitled to the 20

'l'he insinuation that these certificates -
tificates h.l\'e ecn sold to "fav-
ori te poli tical stri kers" shows to
what deception somc people will
resort to bolster up a lost cause.
'l'here arc scores of populist and
democrats in Custer count ) ' that
have ought those tax certificates
and in case they were redeemed
collected their 20 per cent as the
law provides they may ,
