Many Changes in Rules For Washington Co. Speedway Drivers, Owners, Managemetn And Fair Board V/ork On Rules The rules for the 1957 racing season at the Washington County Speedway in Arlingtor have now been released. Following are the -complete rules. The rules were made by a group consisting of stock car owners and drivers who met recently with track management and Fair Board members. PART I 1. The Washington County Fan Board reserves the right to refuse entry to any car, person, or per sons in the Pit or on the Track at the Washington County Fair 1 grounds at any time. 2. All rules and regulations must be obeyed by all personnel con nected or entering a stock car at the Washington County Fair Grounds Race Track. No claim for damage can arise from any of the I Rules or Regulations or any de cisions the management, board and committee may make. The manage ment, board or committee named will decide all penalties and decis ions unless otherwise stated i n rules. 3. A five-m a n committee o f I which 3 members shall be chosen i by the Washington County Fair Board and 2 members by the drivers and owners of race cars at the first day of races, each i year, immediately before the be ginning of racing, shall be sole judge by majority vote of all dis putes arising under these rules and | all parties shall be conclusively bound by the decisions of such five-man committee. PART II Body and Frame 1. No cars, or parts earlier than •32 or later than '48 model* will be allowed. No foreign cars, station wagons, convertibles, or pick-ups. 2. All soft top cars must install a metal top. 3. No chopping, channeling or ( altering of frames or bodies Frames must be of year and make of body. 4. Frames may be reinforced or , braced ior strength. 5. Bumpers will not extend be yond frame width There will be a two inch tolerance. All edges on any part of the car must not be sharp. Bumpers must be capped. 6. All cars will have hood and deck lids. All doors and hood* must be strapped shut during a race with a leather or canvass strap. Deck lids may be welded shut. All latching and locking parts on all doors must be re moved. 7 No glass will be used except windshield and they are optional. No rear view mirrors. 8. All cars will be presentable ; in appearance. Advertising letter*® 1 will be no higher than 6 inches. | Only one sponsor will be announc- J - eo on P A. System to a car. Car ;, numbers will be assigned by track , management. Numbers must be painted on both sides, deck lid and right half of top at least 18 inches high and 3 inches wide. Numbers must be very outstand-; ing, and in complete contrast with the background color. If number ; ( is not legible from judges' stand i it must be changed. 9. All chrome strips, hub caps, hood ornaments, etc must be re-1 moved. 10. Seats arc optional, dui «»u.v, be bolted or welded to the car | frame with at least two, Vi inchj steel bolts. You may alto we*u additional braces. All extra seat* and upholstery must be removed. 11. All cars must have front and rear roll bars at least 1V4 men in diameter. All cars wUl have quick release type safety belts. Belts must be at least 3 inches ■ wide. Belts and roll bars must be 1 fastened to the frame of the car. 12. Gas tank may be moved, but a fire wall must be used between driver and tank. Gas tanks must be vented in such a way that they will not spill if upset. Gas tank cannot be moved to engine com partment. 13. Stabilization will be only as follows: 8, Opitional Tnakes and types of j shocks may be used but only 4 will be allowed to a car. Shock fluid is optional. b. One wedge to a car. c. You may weld spring shack les. d. Cars cannot be weighted in any way. * c Wishbones must be of stock ' length end in stock position. No other type stabilization will be allowed. (Example: No front or rear stahibzina bar:, etc.) 14. No short or ^ ered steering. Steering systems must be of tne same make as car. Steering may be reinforced. PART III Tirst and Wheels 1 Tires must be of automotive type. No mud or chain types al lowed. No racing, grooved or motorcycle tires allowed. Seipping of tires will be allowed. 2. N o racing o r implement wheels. 3. No dual tires allowed, but 116” wheel* may be cut down to | fit 14” or 15” rims. 4 No covers or cap* allowed on any wheels. Wheels may be re enforced for safety. PART IV Rnyine end Axeesser'es, Transmissions ond Rear Indt 1. Engine must be of the sanre make a* the car such as Ply mouth in Plymouth, Chevrolet In Chevrolet, etc N« truck engines or parts. No engine will be later than ’48 or earlier than T2, 2. Bore will be optional but pis R ton size will be no larger than 1.083 oversize in the make of en gine you are using. Pistons are optional. 3. Engine must be in stock rear mount position. No tolerance al lowed. 4. Crankshafts may be inter changed as long as it does not al ter the original stock stroke of your engine. No stroking of crankshafts allowed. No 180 degree crankshafts allowed. 5. Heavy duty oil pump is O.K. 6. You can mill heads but not fill them or use a set that have ever been fiile'*. You will not be allowed to flyc’t or to polish or alter any head so as to fit on dif ferent number or type of block. No redoming of heads. All num bers must be left on heads. 7. No parts shall be used that are later than '48 or earlier than ’32 unless stated in rules. Head ers may be used. All exhaust sys tems must extend behind driver. 8. Polishing and porting and re lieving are allowed. 9. Electric fuel pumps are al lowed. 10. No interchanging of stock parts from one type engine to an other type engine. 11. Head gaskets optional. 12. Camshafts and timing gears must be unaltered stock. No cam ihall have a 10 degree dwell vhen valve is wide open. No re :onditioned or replacement cams, illowed. The lift and duration will be checked in the engine and it the clearances the engine was ■unning at the time of protest Jver 75% of cam must be over ipecifications before engine is udged illegal. * Tolerance has been allowed. Source of Specification: National Automotive Service. 13. Heavy duty valve springs ire allowed. You may also use | vashers to strengthen spring. 14. Adjustable valve lifters are ’ illowed. Later type v>lvej andj guides may be vj>ed, as long as it ioes not chant e the size or di imeter o fhead of stock valves, ifou may relieve valves. No hy iraulic or self rJ justing lifters illowed. 15. An unaltered stock fan blade nust be used. A shield must be ised for protection. 16. Fly wheels may be cut. No iluminum fly wheel will be allow ;d. * 17. Distributors must be of stock ype. Advancement in timing is jptional, but no manual control :ables are allowed. Double spring joints are O K. 18. Single carburetors is all that s allowed. Carburetors must be itock. No injectors of any kind. mixed fuels allowed. Stock jump gas only. Air cleaners are jptional. 19. A complete generator must je used with the exception of jrushes. 20. Starter must be in a very good working condition. 21. Transmission must be stock ind unaltered in the make car /ou are running. 22. Rear ends must not be alter ?d in any way from original stock. Vo locked, machined friction lock ng or racing type rear ends. Rear ;nds must turn freely at all imes. Gears must be unaltered itock and according to factory ipecifications. No commercial gears. 23. All left rear wheels must be painted half black and half white. Ml cars must have four wheel irakes. Master cylinder optional. 24. Cooling may be altered, but >nly one radiator is allowed and nust be in near stock position. PART V Drivers, Pit snd Track Roles 1. All drivers must wear an ap proved Crash Helmet. No football helmets allowed. 2. No one will be allowed in pit or on track unless he is 18 years of age. All minors must have a track release signed and notarized before being allowed to enter. No women allowed in pits unless on special race*. Three men will be allowed in the pit with each car. 3. Ks one will be allowed to race units# he iuis a valid Nebras ka driver's !*cense. 4. Every one must sign an entry blank and a set of rules before he will be allowed in the pit. 5. Only local drivers, owners, and pit men will be allowed in the pit and on the track. The Manage ment and Board reserves the right to keep anyone from the pit or track at any time 8. No drinking of alcoholic bev erages In the pit. No one will be allowed in the pit or on track If under the influence of alcohol or drugs. 7 All cars must pay a *2 00 entry fee per day s racing program, »xcept on special rpees, which may be more or lesa. 8. Pit apeed will be 9 miles an hour at all times Thu will be strictly enforced by the police in the pits, or by the management. 9. You will have I minutes ta appear on the track after the find car in the race you are aasigned to, to placed in position. 10. No one will leave the track >n a red flag. Yon will have 9 minutes for repairs on the track before the race to restarted 11. No one will be allowed ta enter the white flag on a flat .tire. I 12. No driver will change cars during a day’s racing program. 13. Races will be started accord ling to point standing after first day's race. Points will go with car or driver and positions in the race will be determined by the highest number of points of the two. Awards will be made on driver's points only. 14. If you are forced into the in field you must re-enter track on the same side you were forced into. 15. There will be no fighting or arguing on the track or in the i pits. No driver or pitman or their friends will at any tune issue any slanderous remarks to anotbei driver, pitman or track official. 16. Any car that rolls is out of that race, regardless whether the race is re-started or not. If any car wrecks or rolls causing the race to be stopped and if race is over 70% finished and not re started, be will be paid his posi tion as to his last completed lap. PART VI 1. Only owners and drivers may request a paid or protested tear down. To do so be must deposit ;the money required with a track I official. 2. All pretested car owners must, if the rules request it, de posit the amount required to a track official the same day as the car was protested or he will be found’ illegal. 3. The management or board will have the option on the place of the tear down. • 4. The protested tear-down must if called lor, take place the same day or following night, at the discretion of the 5-man com mittee. ! 5. Only 3 persons protesting, the protested ear's owner, driver, mechanic, track officials and the committee will be permitted at the tear-down. / 6. Any car at any time may be inspected by committee or man agement free of charge or deposit. 7. The amounts of money re quired for a tear-down or check are as follows: a. The protestors put up one dollar, the owner has to put up nothing, entitles the pro testor to check rear end, only, of car the night of the race by jacking, blocking, or lifting or any other method, and hav ing engine turn rear wheel or wheels, to see if it is locked, or has a friction or binding lock. He has no right t o tear rear end apart. If it is not locked, the owner of the car will receive the dollar. If rear end is locked, the owner has a right to take it apart to prove it ia locked from mechanical defect or failure. b. A $10.00 deposit is required from each of the parties, to tear the rear end apart, to check for being illegal. C. A $5.00 deposit by the pro tester only, entitles him, that night, to have the head only removed and check for pis ton size, valve size and lift, stroke and heads. d. A $20.00 deposit by each of the parties i s required to check the following: cam for lift, duration and dwell, valve and lifter, also check stroke, piston size, valves and heads. Cams cannot be removed from engine. e. A $40.00 deposit by the pro testor and a $20.00 deposit by the owner is required for a major tear-down, which must take place on the following night, or at the discretion of the 5-man committee. f. A $15.00 deposit by each of the parties is required for to take samples. Gas samples should be taken in a quart air-tight container. Two sam files should be taken, one eft with management and the other sent in for testing. $10.00 of this deposit will go for the charge of testing gas. $5.00 of this deposit will be allowed for delivery of gas to testing place. Gas samples may be taken at any time by management or committee at no chaige. Samples may be taken before the car leaves the track after the race It was in. g. The deposit from the above, outside of garage fees, mechanic fees and others mentioned above, will be paid to the protestor, if the car is illegal. It will be paid to the owner if the car is legal. h. If the car is torn down in a garage the following night of racing, the management is to place a guard with the car at all times, until the tear down. L The five-man committee’s de cision will be final on all tear downs. Disqualifications 1 The maximum penalty for be ing illegal will be the loss of his purse and points for the racing day in which he was found illegal. He will be entitled to return at the next racing day. but will only receive 10% of hla winnings and points for the first racing day, or 10% credit of penalty U be has not won anything He will receive 10% additional, each rac ing day that he races.
