During past years, the School Lunch program has been run on a year to year basis. The New Act signed by President Truman or. June 14, makes the program per manent and ncreases the responsi bilities of states in the administra tive field. Under provisions of the Act, which is designed to safe guard the health and well being of the nation’s children and to en courage local use of abundant farm crops, states must agree to match federal allocations with funds from sources within the state, and must designate agencies to administer the aid in order to receive their share of available funds. Local contributions of funds, la bor and equipment are credited to the states as a part of the matching funds. In many states, the value of such expenditures in the past would have been more than sufficient to obtain the pre sently available federal funds. Un der such circumstances, the only direct cost to a stdte would arise from administrative expenditures by the state agency selected to handle the program. The National School Lunch Act also provides that nutrition stand ards in effect under last years’ program shall be continued. Chil dren unable to afford the lunches will be served at reduced prices or free of charge. No type of dis crimination shall be made against any participants. The law requires that the whole program be on a non-profit basis, in accordance with past procedure. Money for the purchase of lunchroom eauipment will be made by the administrative agen cies running the program for the states. Allocation of federal funds by the new law is established by a formula based on school-age child population and state per-capita in come in such a manner that states in the greatest need of assistance in mainaining proper child nutri tion will receive the greater pro portionate share of the Congres sional appropriation. Department of Agriculture offi cials expect that all states that have not yet signed agreements under the Act will make every ef fort to do so before the opening of the fall term in order to qualify for the benefits under the program.
