Dutsch points out that every citizen of this country has a di rect stake in the reform of our public mental hospitals, as one out of every 20 Americans is de stined at some time of his or her life to spend time in a mental hos pital. He also urges support of the National Mental Health Act, now before the Senate, as vital to the ultimate solution of the mental hospital problem. .
