Naacp Testifies For Fepc “With Teeth” Washington, DC—In hearings on March 14 the NAACP turned thumb»( down on the Taft bill (S. 459) antf urged passage without amendment of (S. 101) for the establishment of a permantn Fat.- Employment Prac tice omluimion. Acting NAACP Sec retary. Hoy Wilkins told a sub committee of the Senate Education and Dabor Committee. “ speedy a doption of S. 101 would give real meaning to democracy for thirteen million Negroes. Its enactment in to law by the 79th Congress would testify more eloquently than words )that the Negro, the Jew, the Cath olic, the new citizen, the Spanlsh ish American, man or woman, who has served his country on the bat. | tlefronta has not fought in vain." "Under this bill, the right to work ; without discrimination because of race, creed, color, national origin ‘ r>r ancestry” he continued "Is prop. erly declared to be an immunity of ■ a citizen of the United States. It defines with precision what pract ices shall be considered unfair within the meaning of this Act; it creates procedures which adequate ly safeguard the Constitutional rights of persons charged with dis crimination; it gives the Commis sion power to enforce its findings against those who are recalcitrant” Referring to the weaknesses ob Mr. Wilkins stated, “to provide, that an agency created by this Con employment shall have only the power to recommend that persons vious in these instances in S. 459, Kress to eliminate discrimination in found guilty change their policies, will leave us exactly where we are today. In fact, the present Comm ittee has recourse to the President and his war powers, whereas S.459 looking to the post war period, does not even contemplate Presidential intervention against those who re fuse to comply with the orders of the Commission. ✓ J t Mr. Wilkins pointed out the fail ure of S. 459 to define spheres of in fluence over which the commission would have jurisdiction and its failure to provide non-discriminat - ion clauses in contracts let by gov ernment. More than a dozen witnesses told Senator Dennis Chavez, the sub committee chairman, that the Taft bill, S. 459, was wholly inadequate and Ui-ged support for S. 101. An eight piece orchestra will fur nish the music. The 20 foot drop1 curtain for the stage setting, a I public address system, gay colored costumes and painted characters, and spot lights will all add to un usualness of this production. An hour and a. half production with never a dull moment will be enjoyed by everyone, young or old. Tech's Midwestern AAC. champs who will take part in the pageant include the following: Coach Hub bard, Dean Kelly, Don Dongcrier, A1 Zach, Max Faulhaber, Bob Long crier, Churck Brown, Leo Smothers Hank Scott, George Uphoff, Ed Me | Clain, Merrill Hodges, Markus Hodg I es, Myron Johnson, Carl Wells. Coach Hubbard's own description of the production is as follows: ACT I. Father Neptune, played by Coach Hubbard, pops up from nowhere seemingly, and after finding out that the request is to tell the story of "How swimming first started" he immediately calls for "Davy Jones”, (Dean Kelly). Davy Jones brings forth from the depth of the deep blue sea, that famous manus cript which tells the story. It seems that a family of Cave Dwellers, by the names of “Stone Hatchets" were traveling in the forest looking for berries and fruit when suddenly they were confront ed and forced to fight a huge bear. (Stone-Hatchets: Don Longcrier, A1 Zach and Max Faulhaber) The "Stone-Hatchet" family were final ly forced to jump into the water much to their dislike. These were the early water-wings. Various strokes of Asia, Africa, Europe, England, Australia toget her with the hot-shot Brothers (Bob and Don Longcrier) duplicating TVhe “Fang-Dangler” stroke from the Fii Gee Islands. Starting with the Ancient stroke and demonstra ting them down to the present strok es used today, will be the theme of Act I. ACT II Act II deals exclusively with Life Saving. At the beginning of the act Davy Jones objects to Father Neptune about informing the public of Life Saving. He claims that he will be deprived of good company in his locker rooms at the bottom of the sea. He is immediately thrown in the water and sent to his home. Like everything else, there was a beginning. This second act starts out with a very simple drowning act and continues the advances made in Life Saving up to and in cluding the present American Ser vice Life Saving requirements and Warfare Aquatics for our service men and women. There are a number or comics In this act. Some of the various steps are: Simple Drowning act, (Chuck Brown) the Log Pushers, Magic Rope Thrower, Human Stair way Rescue, "Bust-em-in-the-jaw” life saving and ends up with the I amous Chinese Life Saving act by (Leo Smothers and Chuck Brown). ACT III Act III deals exclusively with the are of Fancy Diving. (Divers are: Bob Longcrier, Hank Scott, Max Faulhaber, George Uphoff, Ed Me Clain and Merrill Hodges. The comic team of Leo Smothers and Chuck Brown are of the best produced by Coach Hubbard and is worth the price of admission alone. Like the other acts Diving starts out with the “Fear” dive and pro gresses along a step by step until the many fancy dives are executed by young experts. ACT IV. Henderson, Regional FEPC Director Speaks at YWCA Friday at Noonday Luncheon Elmer W. Henderson, Director of Ihe Regional Office of the Presid ent's Fair Employment Practice Committee was in Omaha, Friday March 23 and addressed the mem I hers of the local Council and invit | ed guests at a luncheon at the Cen i tral YWCA., at noon that day. The Council had previously invited all interested in non-discrimination in employment practices to attend. Mr. Henderson interpreted to the local Council how a permanent FEPC. would add to the job secur ity of minorities in the period fol lowing the war. Created by Exe cutive order in June, 1942, the fed eral department represented by Mr Henderson has don much to assure an adequate labor supply and to integrate minority groups into war industrial occupations. Twelve cases involving industries and gov ernmental agencies were handled by the local FEP. Council. Mr. I Henderson will make some inquir ies about employment conditions and follow up on investigations affecting a few industries in this area. Anyone seeking special informa tion about the FEPC or concerned with a problem of employment dis crimination is asked to call the Urban League, WE. 5020 for an ap pointment with Mr. Henderson. Hits Navy Bias in Personnel Troubles New York—In a letter to Secret ary of the Navy, Janies V. Forrest, al, the NAACP urged speedy revis ion of the Navy department's pol icy governing the promotion of Negro personnel. NAACP Acting Secretary, Roy Wilkins charged that the principle cause of dissat isfaction among Negro enlisted men and the Negro public in gen eral was the reluctance of the Navy "to recognize training and merit and to reward it as it does white personnel.” Citing complaints from overseas, mainland bases, and particularly the recent two-day hunger strike of the 34th Construction Battalion at Port Hueneme, California, Mr. Wilkins said in his leter, "It is now' almost two years since the Navy announced its so-called new policy on Negroes. We understand that at present there are some 160 000 Negroes in the Navy. We also understand that the number of commissioned officers is less than 34 and that in this total are ilTTiud ed some warrant officers. We have other inform aion indicaing that in some units there are men who have been grad uated from the best universities in the covllitry, several of them with advanced degrees, who were res ponsibl citizens in their communit ies, running their own businesses or occupying positions demanding intelligence, initiative, resourceful ness, judgement and leadership. It is discouraging and destructive of the morale of these men to be held to the enlisted ranks or to be promoted only to the lower petty officer ratings. It is all the more destructive of morale when they see white men with much less pre paration than they have, and with no more apparent qualifications of leadership than they possess, be ing advanced beyond them." In answer to the Navy’s excuse that “the Negro must work his way up slowly,” Wilkins stated, “thous ands of white men have come very recently into the Navy from all walks of civilian life and yet the Navy has discovered ability among them and has given them an oppor tunity to secure commissions and othei w ise to advance themselves.
