ians who capitalize the fear of Negro
domination in the south will get no sup
port from the 1940 census as compar
ed with those of previous years, accord
ing to a statement given to the press
by R. B. Eleazer, educational director
of the Commission on Interracial Co
operation. Those records, according
to the statement, show that the propor
tion of Negroes in the south’s populat
ion is smaller now than it was a 100
years ago, and that in the last 60 years
it has declined from 36 percent in 18S0
to approximately 24 percent in 1940.
The same trend, it is pointed out,
has been evident in nearly every south
ern state. From 1840 to 1880 three stat
es, Louisiana, Mississippi and South
Carolina, had more Negroes than whit
es, but this is no longer true in any
state. Louisiana crossed the line in
1900, South Carolina in 1930, and Miss
issippi in 1940.
The following table shows the
changes that have taken place, state by
state, since 1880:

Along with these gen«ral changes
there has been a notable break up also
of local congestions of Negro popula
tion. In 1880 there were 300 “Black
Belt” counties in which Negroes out
numbered wMtes; in 1930 there were
only 189 such counties. There are two
reasons, the statement says, why the
white population has gained on the color
ed. These are a higher Negro death
rate and continued Negro migration to
other parts of die country.
During the 1920’s, for exampp,
while the Negro population of the
south showed a net increase of 364,000
Or 5 percent, that of other sections of the
country increased by more than a mil’
lion, or 63 percent. The reason was that
nearly a million Negroes went north
during that decade.
One interesdng result is the fact
that the five cities now having the
greatest Negro population are all north
of the Mason'Dixon line—New York,
Chicago, Philadelphia, Baltimore and
Washington. Another result is the in
creasing importance of the Negro vote
in national politics and in a number of
states where a relatively small indep
endent vote may shift the baPnce of po"
wer from one party to the other.
The 1940 census reports for the
whole country a Negro population of a*
bout l2,800,000 which is 9.7 percent of
the total, or one in ten. In the first cen
sus, taken in 1790, Negroes numbered
757,208, which was 19.3 percent of the
total, or appriximately one in five.
